UK business leaders hit an 'AI autonomy cliff' as decision-making stakes rise.

UK business leaders hit an 'AI autonomy cliff' as decision-making stakes rise. August 25, 2026 New research from Expleo, the engineering, technology and consulting services provider, reveals an 'AI autonomy cliff' among UK business leaders, with trust falling sharply when AI moves from supporting routine workplace tasks to making higher-stakes decisions. Nearly three quarters (73%) trust AI to summarise emails, documents or meeting notes. But confidence drops to 54% when AI makes decisions within predefined rules or guardrails, and to 43% when it approves financial or budget-related transactions. Comfort remains relatively high when AI plays a lower-risk supporting role: 72% are comfortable using it to organise calendars and schedule meetings, 65% with it approving low-risk administrative actions, and 64% with it prioritising tasks and recommending next steps. Caution is greatest where decisions could have lasting financial, personal or organisational consequences. While 54% are comfortable with AI making decisions within predefined rules or guardrails, this falls to 43% for financial or budget-related approvals. Meanwhile, 43% are uncomfortable about AI making hiring or HR-related decisions, rising to 46% for strategic business decisions. Jeff Hoyle, MD UK at Expleo, said: "The greater the consequence of a decision, the more proof leaders need before handing it to AI. A poor summary can be spotted and corrected quickly; a flawed financial or employment decision may be much harder to reverse. "Businesses need to be clear about where AI can act independently and where a person must remain accountable. For higher-risk uses, that means agreed approval points and a clear record of how each decision was reached." The caution around autonomous decision-making comes despite a broader improvement in UK attitudes towards AI. Following the previous month's tracker low, the overall Expleo AI Pulse sentiment score increased by two points, from 63 to 65. Confidence in organisations' ability to use AI successfully rose from 62% to 67%, excitement about its opportunities increased from 63% to 65%, and trust in organisations to use AI ethically climbed from 69% to 74%. At the same time, concern about how AI is transforming organisations rose from 35% to 39%. Cybersecurity remains a prominent concern, with 59% worried about the risks AI poses to organisations, up from 58%. Hoyle added: "The findings demonstrate that trust falls away when AI moves into higher-stakes decision-making. It can support people with routine, reversible tasks, but when a decision affects someone's job, a company's finances or its strategic direction, human judgement and accountability must remain central. "That principle is especially important in defence and other safety-critical or highly regulated environments, where the consequences of error can be severe. AI may inform or accelerate a decision, but the organisation must demonstrate that the system is reliable, understand how it reached its output and keep a suitably qualified human in the loop with the authority to challenge or override it." About Expleo Expleo is a global engineering, technology and consulting service provider that partners with leading organisations to guide them through their business transformation, helping them achieve operational excellence and future-proof their businesses. Expleo welcomes UK Defence Investment Plan, highlighting the role of digital engineering in future defence delivery.

Expleo welcomes UK Defence Investment Plan, highlighting the role of digital engineering in future defence delivery. * Expleo welcomes the UK Defence Investment Plan's focus on software-defined, autonomous defence systems. * Expleo links the £298bn plan to growing demand for digital engineering in defence delivery. * The plan includes funding for GCAP, Collaborative Combat Aircraft and Hybrid Navy. * Delivery depends on systems engineering, software assurance, integration, verification and validation. * Expleo highlights the importance of sovereign engineering capability across the UK defence industrial base. London, UK, 22 July 2026 - Expleo, the global engineering, technology and consulting services provider, welcomes the UK Government's Defence Investment Plan and says its focus on software-defined, digitally enabled and autonomous systems underlines the growing role of digital engineering in successful programme delivery. Published on 30 June 2026 by the Ministry of Defence and HM Treasury, the plan sets out £298 billion of investment across the next four years, including an additional £15 billion between 2026-27 and 2029-30. The Government has confirmed that core NATO defence spending will reach 2.7% of GDP from 2027-28, with the wider investment expected to support nearly 60,000 additional direct and indirect jobs across the UK by the end of the decade. The plan makes major commitments across aerospace and maritime programmes, including £8.6 billion for the Global Combat Air Programme (GCAP), £300 million for Collaborative Combat Aircraft, and more than £5 billion for drones and uncrewed systems. It also includes funding to begin work on the Hybrid Navy, which combines crewed and uncrewed platforms with advanced integration and autonomy. Jonathan Taylor, incoming UK Managing Director at Expleo, said: "This is a welcome and much-needed blueprint from Government, with real commitment behind it. Across aerospace and maritime, the plan sets out a clear strategic direction that hinges on software-defined, connected and autonomous systems. The task now is delivery, and that will be the hard part - the defence sector will need to work together to deliver these programmes safely, securely and at pace." Collaboration key to ensuring safe and secure delivery of plan. As defence programmes become more software-defined, connected and autonomous, digital engineering provides the structure needed to manage complexity from early design through to in-service support. Verification, validation, software assurance and systems integration then help ensure systems can be deployed, updated and sustained safely. Taylor added: "The engineering work behind these programmes is changing. More software, more autonomy and more integration between systems means more work upfront on requirements, interfaces, testing and assurance. That is why digital engineering is so important to programmes like the Hybrid Navy. Once these systems are in service, there can be no grey areas on safety or security." Delivering the Defence Investment Plan will require strong sovereign engineering capability across the UK's defence industrial base. Prime contractors, specialist engineering partners and supply chains will need to work closely from the earliest stages of programmes, particularly where software, autonomy and complex interfaces are central to delivery. The plan's focus on strengthening the defence investment ecosystem and mobilising public and private capital points to the need for established systems engineering, simulation, verification and validation, software assurance and integration expertise, particularly as funded programmes move from design intent into safe, secure and deployable capability. Taylor concluded: "Successful delivery will come down to the engineering on these programmes. Digital engineering has to work with robust systems engineering, integration and assurance from the start. That is how the UK defence sector will succeed in turning funded programmes into deployable operational capability the armed forces can trust in service." Industry. Topic.
