Requirements
  • A bachelor's degree in human resources, psychology, business, or a related field is required.
  • At least seven years of progressively responsible experience in human resources administration, including at least five years supervising professional HR staff, is required.
  • Eligibility to work in the United States without employment-related visa sponsorship is required.
  • Thorough knowledge of the human resources field, including federal, state, and local laws and regulations, is required.
  • Experience successfully leading human resources organizations is required.
  • Experience in employee relations, compensation and benefits, classification, performance management, investigations, and applicable human resources-related federal laws is required.
  • Experience working with collective bargaining units, including contract administration, grievance processes, and labor relations matters, is required.
  • Knowledge of and ability to implement human resources best practices are required.
  • Ability to work collaboratively with campus stakeholders is required.

Responsibilities
  • Provide leadership to the HR team in talent acquisition, operations, employee relations, employee engagement and retention, and organizational development.
  • Oversee a team of six HR professionals, including the Director of HR, Director of Title IX, Employee Relations and Training Coordinator, Benefits and Wellness Coordinator, Human Resource Generalist, and Personnel Analyst.
  • Provide counsel to the President and Executive Leadership Team on HR matters and university-wide goals and objectives.
  • Partner with the Nevada System of Higher Education office and other NSHE institutions to align and integrate HR functions and best practices, and serve as Nevada State's representative on the NSHE HR Advisory Committee.
  • Prepare, manage, and oversee HR budgets.
  • Provide training on search processes and search committee responsibilities.
  • Advise search committees and supervisors on position descriptions, vacancy announcements, and related search matters.
  • Facilitate the university search process and ensure searches are equitable, accessible, and timely.
  • Consult on talent acquisition strategies, including recruitment of diverse talent.
  • Lead annual employee evaluation processes for administrative faculty and classified staff and collaborate with Academic Affairs on academic faculty evaluations.
  • Provide supervisor training and professional development on ongoing feedback, disciplinary action, and effective evaluations.
  • Oversee HR learning and development activities, programs, and platforms.
  • Lead development and oversight of a Leadership Academy.
  • Ensure new employee orientation and exit interviews are conducted.
  • Develop and align the institutional Compensation Philosophy.
  • Provide strategic direction and oversight for wage and salary programs, including classification and compensation systems within NSHE salary schedules.
  • Ensure regulatory compliance and competitive salary levels to attract and retain qualified staff.
  • Lead equity and reclassification reviews.
  • Improve employee relations, build morale, resolve conflicts, and increase productivity and retention.
  • Develop employee relations strategies and programs to minimize and mediate workplace disputes.
  • Own and oversee a confidential, impartial employee relations process compliant with applicable laws, regulations, policies, and practices.
  • Collaborate with University General Counsel on employment issues and related regulations.
  • Administer and oversee EEO/AA functions and campus-wide compliance with EEO/AA and ADAAA requirements; serve as the faculty/staff ADA Officer.
  • Conduct investigations and respond to complaints under Title VII, Title IX, the ADA, and other federal and state regulations.
  • Collect and analyze data, write comprehensive reports, and maintain confidential files and records.
  • Evaluate and revise HR procedures to streamline or automate processes, improve customer service, reduce paper flow, and improve HR data management.
  • Plan, develop, organize, execute, and evaluate the university's HR strategic vision.
  • Act as an internal consultant in developing policies and procedures and assess processes against HR best practices and NSHE policies.
  • Provide guidance on department restructuring, workforce planning, and succession planning.
  • Participate in strategic executive planning and decision-making for the institution's HR function.
  • Oversee employee relations matters involving a collective bargaining unit and ensure relevant training is developed for employees and supervisors.
  • Administer and oversee NSU's EEO/AA and Title IX functions and campus-wide compliance with applicable laws, regulations, and policies.
Desired Qualifications
  • A master's degree in human resources, psychology, business, or a related field and/or a human resources credential from SHRM or HRCI, plus ten years of increasingly responsible HR administration experience including at least seven years supervising professional HR staff.
  • Experience in higher education, the public sector, or state or local government.
  • Knowledge, interpretation, and application of State of Nevada and NSHE regulations, Title VII, Title IX, ADA, FMLA, FLSA, HIPAA, EEOC requirements, and the Civil Rights Act.
