Requirements
  • At least 6 years of experience in stormwater engineering, with strong expertise in hydrology and open-channel hydraulic analyses.
  • A bachelor's degree in Civil Engineering or Environmental Engineering.
  • A registered Professional Engineer license in California, or the ability to obtain one.
  • Ability to independently execute technical assignments with minimal oversight.
  • Successful completion of a pre-employment drug test and background check.
  • U.S. work authorization.
Responsibilities
  • Perform hydrology and hydraulics calculations and modeling using HEC-RAS 1D/2D, HEC-HMS, and SRH-2D to support floodplain, channel restoration, and drainage designs.
  • Conduct sediment transport, scour, and steep-channel analyses, including probabilistic design approaches for grade-control structures and pipe-crossing protection.
  • Develop engineering plans, specifications, technical memoranda, and design reports for restoration, fish-passage, and flood-mitigation projects.
  • Support FEMA floodplain analyses, including Zone AE mapping, LOMR, and CLOMR, and prepare regulatory submittal packages.
  • Perform advanced hydrologic and hydraulic calculations, modeling, and simulations to support floodplain modeling and stormwater-system design.
  • Develop creek-restoration design plans, specifications, and cost estimates.
  • Prepare and review technical reports, drainage studies, and stormwater documentation.
  • Review and optimize layouts, drainage systems, and material specifications for efficiency and constructability.
  • Manage project phases or technical workstreams in alignment with scope, budget, and schedule.
  • Coordinate with internal teams, field staff, clients, and regulatory agencies to meet project objectives.
  • Support project managers in tracking deliverables, budgets, and resource allocation.
  • Monitor assigned work to meet financial targets and performance expectations.
  • Serve as a subject-matter expert in open-channel hydraulic analysis, including floodplain design, creek restoration, and regulatory compliance.
  • Provide technical oversight and guidance during hydrology and hydraulics analysis and design development.
  • Review junior engineers' work and provide mentorship, training, and constructive feedback.
  • Promote technical best practices and sound engineering judgment.
  • Conduct quality assurance and quality control reviews on plans, reports, and deliverables.
  • Ensure compliance with applicable codes, standards, regulations, and NPDES requirements.
  • Identify technical challenges and develop effective solutions.
  • Promote adherence to safety protocols and project standards across project teams.
  • Act as a liaison between technical teams, project managers, clients, and external stakeholders.
  • Present technical findings, design concepts, and project updates to stakeholders.
  • Support cross-disciplinary coordination and effective collaboration.
  • Stay current with stormwater regulations, emerging technologies, and industry trends.
  • Identify opportunities to improve processes, tools, and engineering efficiencies.
  • Support business-development efforts through proposals, technical input, and client engagement.
  • Participate in professional organizations, training, and industry events.
  • Attend meetings in person and virtually and communicate with peers and clients by phone.
  • Attend occasional outdoor project-site visits.
Desired Qualifications
  • Proficiency with AutoCAD/Civil 3D, ArcGIS, HEC-RAS, HEC-HMS, SWMM, or similar engineering software.
  • Familiarity with FEMA NFIP and floodplain analyses, including CLOMR, LOMR, and No-Rise.
  • Strong technical writing, analytical, and problem-solving skills.
  • Experience with 1D and 2D floodplain modeling, flood mitigation and stream restoration design, fluvial geomorphology principles, process-based restoration, fish-passage design, sediment-transport principles and analysis, drainage analysis, or grading design.
  • Familiarity with Southern California hydrology manuals, hydraulic manuals, and methodologies.
  • Familiarity with California municipal, industrial, and construction NPDES programs.
  • Experience managing project components, budgets, and schedules.
  • Demonstrated ability to mentor staff and contribute to team development.
  • Experience supporting proposals, client relationships, and business-development efforts.

Hawaiian Electric conducting pole staking and site inspections in Lahaina as part of wildfire safety plans. September 21, 2026 · 4:30 PM PDT As part of its ongoing wildfire safety strategy to harden the transmission lines serving West Maui, Hawaiian Electric contractors will conduct utility pole surveys in Lahaina from Sept. 28 through Oct. 7, between 8 a.m. and 4 p.m. The surveys are part of Hawaiian Electric's grid hardening efforts to improve resiliency and reduce wildfire risk. Crews will survey approximately 40 utility poles along distribution lines in areas above the Lahaina Bypass. As part of this work, temporary wooden stakes or markers may be placed near existing electrical infrastructure. The work will be done by Dudek, a contractor hired by Hawaiian Electric. Dudek crews generally consist of three personnel and their equipment. Dudek will drive in contractor-marked vehicles and will carry contractor identification badges. The inspections are performed at the poles and power lines, and no one will request to enter a home or business. There may be instances where the operator must enter private property, like a yard, to access a utility pole. In these instances, the operator will make their presence known before accessing equipment located on private property. Electric service will not be impacted.
