Naval ILS Engineer 1 - Provisioning
About the job
- An engineering degree, preferably in Naval or Maritime Engineering.
- More than 5 years of experience in provisioning and spare-parts management for naval defense programs.
- Experience preparing Initial Support Proposals (PIDA) and Spare Parts Lists (APL/AEL).
- Experience managing first- and second-echelon stocks according to Navy doctrines, including FUA and GRES.
- Experience negotiating with suppliers and managing supply contracts under LCSP.
- Experience analyzing obsolescence and managing supply-chain risks.
- Experience with reverse logistics, including returns, repairs, and recycling.
- Experience with NATO cataloging of spare parts, consumables, and support equipment using NOC/NSN codes.
- Experience with EOLO-IACV, Windchill, SAP MM/PM, PIDAEMPRESA/PIDAWEB, and SICAD.
- English proficiency at B2 level or higher.
- Ensure the availability of spare parts, consumables, and support equipment for military ships throughout their life cycle while optimizing costs and lead times.
- Define spare-parts lists for critical systems such as propulsion and weapon systems.
- Calculate stock depth using Annual Utilization Factors (FUA) and Essentiality Degree (GRES).
- Generate Initial Support Proposals using PIDAEMPRESA and PIDAWEB.
- Assign NATO NOC/NSN codes to spare parts, consumables, and tools using SICAD.
- Manage NCAGE requests for new suppliers and update the NATO Master Reference Catalogue (NMRCL).
- Negotiate supplier lead times, prices, terms, and ITAR/EAR conditions.
- Track orders, resolve issues, and identify alternative suppliers to mitigate obsolescence risks.
- Identify obsolete commercial off-the-shelf components in critical systems, propose mitigation solutions, and update the Obsolescence Management Plan.
- Optimize stock levels and coordinate with Maintenance to prioritize critical spare parts.
- Manage reverse logistics involving returns, repairs, and recycling.
- Prepare spare-parts cost reports and logistics indicators.
- Participate in coordination meetings with the customer and record data in EOLO-IACV and Windchill.
- NATO cataloging of spare parts, consumables, and support equipment using NOC/NSN codes is expressly marked as not indispensable.
