Chainalysis sues US government over $94.6M ICE blockchain contract awarded to TRM Labs

Chainalysis Government Solutions has sued the US government over a $94.6 million Immigration and Customs Enforcement contract awarded to rival blockchain analytics firm TRM Labs. The contract covers forensic software and support services for Homeland Security Task Force investigations from 1 July 2026 through 30 June 2027. Chainalysis filed the lawsuit on 27 July at the US Court of Federal Claims, arguing ICE's decision was "arbitrary, capricious, and unreasonable". The court allowed the complaint to remain sealed to protect confidential information and trade secrets. Both firms provide tools to government agencies for tracing cryptocurrency transactions. The court has scheduled responses from the government and TRM Labs for 21 August, with oral arguments set for 2 September. ICE stated the contract will help prevent transnational criminal organisations from victimising American citizens through cybercrime and fraud.

ICE bet $94.6M on TRM Labs - Chainalysis is suing over it. August 17, 2026 ICE gave the crypto forensics industry six days to prove it could compete. Eight companies answered. All eight were rejected, and a $94.6 million contract went to TRM Labs without a bidding process - days after the same agency had quietly renewed a software licence with the firm that is now suing over it. That firm is Chainalysis, for a decade the default name in federal crypto investigations. Its government arm filed suit on July 27 in the US Court of Federal Claims, where Judge Stephen S. Schwartz has set oral arguments for September 2 and the government has asked for a ruling by September 10. The complaint is sealed. But the procurement paperwork is not, and it tells the more interesting story. Six days in late May. ICE's acquisition office posted a request for information on SAM.gov on May 28 and closed it on June 2. Vendors had less than a week to describe what they could do. Eight responded, four of them small businesses. ICE concluded that only TRM Labs could meet the full requirement and redacted the reasons the others fell short. Then came a second, narrower window. ICE published a notice saying it intended to award the work to TRM Labs alone, and invited anyone who disagreed to send a single page making their case by June 11. One company did. Chainalysis says that company was Chainalysis, and that ICE went ahead with TRM regardless - a decision it calls arbitrary, capricious and unreasonable. The $262,000 order nobody noticed. Look at what ICE was buying before this, and the size of the jump becomes hard to miss. Federal procurement records list both of the earlier orders as sole-source awards to Chainalysis. September 2024 · Chainalysis $3.44 million Forensic software, no competition. Nobody sued. May 2026 · Chainalysis Reactor licences, no competition. Routine renewal, signed the same month ICE opened the search that excluded them. July 2026 · TRM Labs $94,655,840 Twelve months, no competition. Three hundred times the May order. Chainalysis benefited from the same shortcut for years without complaint. What changed is not the mechanism. It is who the mechanism now favours, and how much money rides on it. What $94.6 million actually buys. The contract runs from July 1 through June 30, 2027, and it supports the Homeland Security Task Force National Coordination Center Cyber Disruption Center. Crypto tracing is one piece of it. AI case triage Software decides which leads agents open first, instead of the queue deciding. Scam and sextortion work Cases where the money trail is often the only evidence that crosses a border. OSINT fusion Open-source data layered onto wallet clusters, turning addresses into names. Asset recovery Takes a case from traced funds through to seizure. Bundle those four into one requirement and the field of qualified suppliers shrinks fast. Split them apart and it does not. That, in practice, is how a contract stops being competitive long before anyone signs anything. The part that ends up in a courtroom. Whichever platform an agency standardises on becomes the one its analysts are trained on, and eventually the one whose output shows up as evidence. Chainalysis learned what that costs in 2024, when defence lawyers in the Sterlingov prosecution went after its clustering methodology directly and the company had to defend it under cross-examination. It won. That win is a large part of why prosecutors trust its output. Blockchain attribution involves judgement calls, not just math. A heuristic decides that a group of addresses belongs to the same person, and a defence expert is entitled to ask how sure the software is and how often it has been wrong. TRM Labs is about to expand into federal casework at a scale it has not operated at before without having faced that fight in the way Chainalysis has. The first defence lawyer to attack a TRM exhibit in a criminal trial will settle more about this industry than Schwartz will in September. Watch the next contracts, not the verdict. The work is already underway. TRM Labs is being paid, agents are using the platform, and the court is deciding after the fact whether any of it should have happened - which is why the government itself asked for speed rather than dragging things out. If TRM keeps the contract Selling one broad platform beats selling one excellent tool, and every rival starts widening its product line to stay in the running. If Chainalysis wins ICE has to run the competition properly, and six-day market research windows get a lot harder to defend across the federal government. Europol, the UK's National Crime Agency and several EU financial intelligence units buy from the same handful of analytics vendors, and they read US federal contracts as a signal of who is credible. If other DHS components start writing their requirements as one big bundle over the next two quarters, the single-vendor model wins regardless of how this case ends.
