Requirements
  • 10+ years of relevant proposal writing and proposal management experience, including at least 5 years in a people leadership or management role and 5+ years of relevant proposal writing and management experience with U.S. federal, state, and/or local or municipal government in professional services.
  • Solid understanding of opportunity capture and ability to participate at an executive level in the business development process.
  • Ability to review and understand complex government-led requests for proposal, coordinate input from proposal team participants and business leaders, and publish complete, compliant, and compelling submission documents.
  • Strong understanding of proposal methodology, processes, and tools.
  • Proven experience writing, editing, and rewriting inputs from others for winning proposals, qualifications, and oral presentations.
  • Experience mentoring and growing a proposal team and successfully leading a diverse proposal team across proposal activities.
  • Ability to communicate effectively across diverse audiences and influence cross-functionally.
  • Ability to foster teamwork and collaboration within a proposal team.
  • Ability to multitask and work strategically, creatively, and innovatively in a dynamic, fast-paced matrix environment.
  • Ability to work effectively independently and as part of a team.
  • High proficiency in Microsoft Office Suite, including Outlook, Word, Excel, PowerPoint, and Project; Adobe Acrobat; SharePoint; and CRM platforms, preferably Microsoft Dynamics 365.
  • High proficiency in managing proposal libraries.
  • Bachelor's degree in Marketing, Communications, English, Journalism, Public Administration/Government, or a related field, or equivalent experience.
Responsibilities
  • Support the sector's strategic business plan and business development strategy to capture and win competitive public-sector and emerging-market business.
  • Lead the Proposal Team by providing guidance and direction in managing and developing complex, competitive proposals with practice leaders, capture managers, and technical subject matter experts.
  • Manage the Proposal Team's compliance with solicitation requirements by controlling proposal activities against schedules and request-for-proposal requirements.
  • Manage quality through reviews and rigorous controls for story selling, compliance, completeness, readability, and visual effectiveness.
  • Manage and continually improve the Proposal Team's management systems, processes, tools, and databases.
  • Collaborate with the capture team and executive leadership to assess the competitive landscape and client pain points and develop win themes throughout proposals.
  • Participate in weekly Go/No Go discussions and identify proposal resource, staffing, and opportunity risks.
  • Communicate with senior and executive leadership and sector staff throughout the proposal lifecycle, from pre-request-for-proposal capture through post-submission activities.
  • Coach selected teams for request-for-proposal-required oral presentations.
  • Work under pressure and meet challenging proposal deadlines with executive-level visibility.
  • Lead, manage, mentor, and develop geographically dispersed proposal specialists, coordinators, and graphic designers.

  • Experience streamlining proposal processes and pursuing continuous improvement.
  • Proposal management training experience and/or AMPM certification.
  • Experience using Microsoft Teams for communications, meetings, and tracking and sharing proposal documents, notes, and research data.
  • Experience working with databases, preferably Microsoft SharePoint.
