Requirements
  • A minimum of 8 years of experience in Oracle enterprise resource planning environments, with deep functional experience in Oracle Fusion Project Portfolio Management, Project Accounting, Project Costing, Project Billing, Project Contracts, or equivalent project finance domains.
  • Hands-on experience designing or leading Oracle Fusion Project Portfolio Management or Project Accounting implementations in a product ownership, functional lead, solution lead, or senior business analyst capacity.
  • Strong understanding of project lifecycle processes, including project creation, budgeting, funding, cost capture, capitalization, billing, revenue recognition, project close, and reporting.
  • Experience translating business process requirements into Oracle Fusion configuration specifications, functional designs, integration specifications, and testable acceptance criteria.
  • Experience working with upstream and downstream application integrations, particularly Salesforce, contract lifecycle management platforms such as Icertis, and Oracle Financials.
  • Experience working in large-scale, multi-entity or multi-country enterprise resource planning programmes with complex project accounting, revenue, and reporting requirements.
  • Strong experience managing product backlogs, roadmaps, testing, defect resolution, cutover readiness, and post-go-live stabilization in complex environments.
  • Strong analytical and problem-solving capability across process, system, and data dimensions, including assessing Oracle standard functionality against bespoke business requirements and advising on trade-offs.
  • Ability to produce clear written outputs, including specifications, meeting notes, and status updates, without requiring editorial support.
  • Commercial awareness of the implications of configuration and scope decisions on programme cost and timeline.
  • Ability to hold the transformation partner accountable while maintaining effective working relationships.
  • High degree of ownership and follow-through, with the ability to operate with minimal supervision.
  • Strong systems thinking and ability to visualize end-to-end data and process flows across applications.
  • Ability to balance innovation, including artificial intelligence and automation, with control, compliance, and maintainability.
Responsibilities
  • Own and maintain the Oracle Fusion Project Portfolio Management and Project Accounting product backlog across project definition, project costing, budgeting, funding, contract linkage, billing, revenue recognition, capitalization, reporting, and close processes.
  • Translate approved project delivery and project finance process designs into Oracle Fusion configuration requirements, functional specifications, user stories, and testable acceptance criteria.
  • Ensure requirements are traceable from process design through configuration, integration build, test scripts, data migration, reconciliation controls, and deployment sign-off.
  • Manage scope and change requests across the Project Portfolio Management and Project Accounting domain, escalating decisions that affect finance controls, revenue, billing, project delivery, Salesforce, Icertis, or downstream reporting.
  • Prioritize backlog items based on business value, control improvement, automation potential, cycle time reduction, data quality impact, and go-live criticality.
  • Act as the functional authority for Oracle Fusion Project Portfolio Management and Project Accounting configuration.
  • Validate transformation partner design proposals against Oracle standard functionality, project accounting rules, finance control requirements, and programme design principles.
  • Drive design decisions across project templates, project classifications, expenditure types, cost collection, burdening, capitalization, project billing, revenue recognition, grants or funding structures where applicable, and project financial reporting.
  • Ensure alignment with related Oracle Fusion modules, including General Ledger, Subledger Accounting, Accounts Receivable, Accounts Payable, Procurement, Fixed Assets, Order Management, and Enterprise Contracts where relevant.
  • Apply standard-first and configuration-over-customization principles to preserve upgrade-safe and scalable Oracle Fusion design.
  • Ensure design decisions support auditability, revenue and cost traceability, segregation of duties, and strong project financial control.
  • Operate as the primary technical counterpart to the Project Portfolio Management and Project Accounting global process owner, supporting design workshops, process validation, solution walkthroughs, and domain governance forums.
  • Ensure the end-to-end process connects commercial opportunity, contract commitment, project creation, delivery execution, project cost capture, billing, revenue recognition, financial close, and reporting.
  • Clarify process and data hand-offs between Salesforce, Icertis, Oracle Fusion Project Portfolio Management, Oracle Financials, reporting platforms, and operational delivery systems.
  • Provide technical input on the implications of design choices for project margin visibility, revenue leakage, billing accuracy, project close efficiency, and financial compliance.
  • Secure global process owner approval at agreed design gates before delivery progresses to build, test, migration, and cutover activities.
  • Participate in sprint planning, stand-ups, and retrospectives, and own enterprise delivery lead-side delivery commitments within each sprint cycle.
  • Review and accept transformation partner deliverables, including configuration, functional specifications, and test scripts, on behalf of the assigned domain.
  • Maintain and actively manage a domain-level dependency log covering cross-domain design decisions and integration touchpoints that could affect delivery sequencing or go-live readiness.
  • Escalate delivery risks, blockers, and quality issues to the Enterprise Systems Lead in a timely and structured manner.
  • Track domain-level progress against programme milestones and contribute to programme-level status reporting.
  • Ensure sprint outputs align with long-term architecture, not only short-term delivery milestones.
  • Track technical debt and ensure it is visible and managed within backlog prioritization.
  • Balance short-term sprint delivery with long-term product sustainability, platform integrity, and technical debt management.
  • Define and approve test scenarios and acceptance criteria for unit, integration, user acceptance, and regression testing within the domain.
  • Participate in or oversee user acceptance testing, document and triage defects, and manage defect resolution with the transformation partner.
  • Ensure data migration requirements and data quality acceptance criteria are defined and met for the domain.
  • Sign off on domain-level readiness for go-live, subject to global process owner and Enterprise Systems Lead approval.
  • Ensure test coverage includes integration flows, edge cases, and real-world transaction volumes.
  • Validate system performance, data integrity, and reporting accuracy as part of acceptance criteria.
  • Ensure validation includes data quality, reporting readiness, audit traceability, and artificial intelligence or automation behavior where applicable.
  • Own the definition and validation of integration requirements between Oracle Fusion Project Portfolio Management or Project Accounting and upstream, downstream, and adjacent platforms.
  • Define and validate Salesforce integration points for opportunity-to-project initiation, customer and account references, deal attributes, delivery commitments, and project setup triggers.
  • Define and validate Icertis integration points for contract metadata, commercial terms, obligations, milestones, billing triggers, revenue conditions, and contract-to-project traceability.
  • Ensure Oracle Fusion Project Portfolio Management integration design supports downstream finance processes, including billing, accounts receivable, subledger accounting, general ledger, fixed assets, project reporting, and enterprise analytics.
  • Maintain an integration inventory covering inbound and outbound data flows, triggering events, frequency, ownership, reconciliation controls, error handling, and the operational support model.
  • Act as the acceptance authority for Project Portfolio Management and Project Accounting integration functional specifications, interface controls, test results, and reconciliation outputs.
  • Ensure clear data ownership, lineage, and control points across project master data, customer data, contract references, cost data, revenue events, billing data, and reporting dimensions.
  • Represent the domain in cross-workstream forums, integration design sessions, and programme governance meetings as required.
  • Communicate domain status, risks, and decisions clearly and concisely to programme leadership.
  • Coordinate with data owners on data governance requirements and with other enterprise delivery leads on cross-domain design dependencies.
  • Act as a translator between technical teams and business stakeholders, ensuring clarity without loss of detail.
  • Influence stakeholders toward standardized, scalable, and future-ready solutions.
  • Define and track key performance indicators linked to enterprise resource planning enhancements, including efficiency, automation, control, and user experience.
  • Ensure every major enhancement has measurable success criteria and post-release validation.
  • Leverage system usage analytics and telemetry to identify optimization opportunities.
  • Drive continuous improvement through simplification, standardization, and automation.
  • Embed feedback loops from business users into backlog refinement.
  • Ensure enterprise resource planning evolution aligns with the Oracle roadmap, enterprise architecture, and business priorities.
Desired Qualifications
  • Experience migrating from Oracle E-Business Suite Projects or Project Accounting to Oracle Fusion Project Portfolio Management.
  • Exposure to Salesforce opportunity-to-project integration patterns and customer or commercial data flows.
  • Exposure to Icertis or equivalent contract lifecycle management integration with Oracle Fusion project, billing, or revenue processes.
  • Experience with Oracle Online Transactional Business Intelligence, Fusion Analytics Warehouse, Power BI, or enterprise reporting using project financial data.
  • Experience working alongside a Big Four or Tier 1 systems integrator as a client-side counterpart.
  • Experience driving post-go-live optimization, automation, control improvement, and continuous product evolution for project finance processes.
