Requirements
  • Active TS/SCI security clearance with agency-appropriate polygraph is required.
  • Fourteen years of systems engineering experience on programs and contracts of similar scope, type, and complexity is required.
  • A bachelor's degree in Systems Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or a related discipline from an accredited college or university is required, although five additional years of systems engineering experience may substitute for the degree.
Responsibilities
  • Analyze user requirements, concept of operations documents, and high-level system architectures to develop system requirements specifications.
  • Analyze system requirements and lead design and development activities.
  • Guide users in formulating requirements, advise on alternative approaches, and conduct feasibility studies.
  • Provide technical leadership for the integration of requirements, design, and technology.
  • Incorporate new plans, designs, and systems into ongoing operations.
  • Develop technical documentation, system architecture documentation, and system design documentation.
  • Guide system development and implementation planning through assessment or preparation of systems engineering management plans and system integration and test plans.
  • Interact with the Government regarding systems engineering technical considerations and associated problems, issues, or conflicts.
  • Maintain technical integrity of systems engineering work and deliverables.
  • Manage system requirements and derived requirements to ensure production systems are compatible with defined system architectures, including Department of Defense Architecture Framework and service-oriented architecture.
  • Contribute to systems engineering documentation, including Systems Engineering Plans, Initial Capabilities Documents, requirements specifications, and Interface Control Documents.
  • Assist with developing system and functional requirements and allocating them to hardware, software, facility, and personnel components.
  • Coordinate resolution of action items from Configuration Control Board meetings, design reviews, program reviews, and test reviews requiring cross-discipline coordination.
  • Participate in an Integrated Product Team to design new capabilities based on development and operational considerations.
  • Allocate real-time process budgets and error budgets to system and subsystem components.
  • Generate alternative system concepts, physical architectures, and design solutions.
  • Define verification methods, processes, and evaluation criteria for systems, subsystems, and work products in a written plan.
  • Develop system design solutions that satisfy system requirements and fulfill functional analysis.
  • Review and provide input to program and contract work breakdown structures, work packages, and the integrated master plan.
  • Participate in interface definition, design, and configuration changes among affected groups throughout the system life cycle.
  • Derive stakeholder needs, logically inferred functions, and implied functions essential to system effectiveness from system requirements.
  • Derive lower-level requirements from higher-level allocated requirements and ensure they are complete, correct, unique, unambiguous, realizable, and verifiable.
  • Participate in establishing and gaining approval of system or component definitions, including requirements, designs, interfaces, and test procedures.
  • Develop derived requirements for information assurance services, basic information assurance mechanisms, and security mechanism technologies such as passwords, cryptography, discretionary access control, mandatory access control, hashing, and key management.
  • Implement comprehensive service-oriented architecture solutions.
  • Implement operational, technical standards, and systems and services views using applicable Department of Defense Architecture Framework standards.
  • Review and approve systems engineering documentation for accuracy, completeness, and alignment with system needs.
  • Capture interface designs in a common interface control format and store interface data in an accessible repository.
  • Assess program risks and determine probability of occurrence and quantified consequences of failure in accordance with an approved risk management plan.
  • Plan verification efforts for new and unproven designs early in the development life cycle with system stakeholders.
  • Prepare timeline analysis diagrams illustrating the flow of time-dependent functions.
  • Establish a formal process to control and manage requirements changes, assess impacts, obtain stakeholder approval, maintain traceability, and resolve open actions.
  • Manage the technical integrity of the system baseline throughout development, deployment, and operations and maintenance.
  • Support planning and test analysis for the Department of Defense Certification and Accreditation Process and other government certification and accreditation processes.
  • Support development and review of Joint Capability Integration and Development System documents, including Initial Capability Documents, Capability Description Documents, and Information Assurance strategies.
  • Provide technical direction for engineering, interfacing, integration, and testing of complex hardware and software systems, including requirements elicitation, functional allocation, requirements reviews, concepts of operation, interface standards, system architectures, and end-to-end flow analysis.
  • Develop operational scenarios and an operational concept describing interactions among the system, users, and environment across operational, support, maintenance, and disposal needs.
  • Conduct quantitative analysis of non-functional system performance areas, including reliability, maintainability, vulnerability, survivability, and producibility.
  • Establish and follow formal procedures for coordinating system integration activities among multiple teams and ensuring complete interface coverage.
