Job Summary:

This position shall oversee the comprehensive review, modernization, and redesign of the MTA Police Department's policy manuals, including the Patrol Guide, Administrative Guide, Detective Guide, and Special Operations Guide, in support of the Department's transition to the Central Square Records Management System (RMS).

This role exists to ensure that Department policies, procedures, training materials, and records management practices are current, consistent, legally sound, and aligned with modern policing standards and emerging technologies. The major purpose of this role is to manage the end-to-end modernization process, including policy audit, gap analysis, redesign, and implementation of sustainable governance structures for ongoing updates.

The expected end results include a fully modernized, standardized, and accessible policy framework; enhanced training materials aligned with updated procedures; improved integration between policy and RMS workflows; and the establishment of long-term quality control mechanisms to maintain accuracy, consistency, and compliance.

Responsibilities:

• Conduct comprehensive audits of all Department policy manuals to identify inconsistencies, outdated or conflicting provisions, and gaps in coverage. Analyze and resolve issues including incorrect cross-references, inconsistent terminology, ambiguous definitions, subjective thresholds, formatting discrepancies, and outdated external references to ensure accuracy and clarity.
• Lead the redesign and standardization of core policy guides, ensuring clear, consistent, and user-friendly language aligned with best practices. Integrate policy updates with RMS workflows to maintain consistency between written procedures and system functionality.
• Develop policy governance frameworks, including quality assurance measures, version control protocols, and periodic review cycles. Drive continuous improvement by identifying opportunities to enhance operational efficiency, compliance, and accountability through improved policy and training structures.
• Produce detailed reports outlining audit findings, recommended revisions, and strategic improvements for long-term policy governance and maintenance. Advise department leadership on policy modernization strategies, legal considerations, and implementation planning.
• Collaborate with training staff and stakeholders to update and develop materials that reflect revised policies and procedures; coordinate with internal and external partners to ensure alignment with legal standards, operational practices, and interagency practices while leveraging technology, including AI-assisted tools, to support policy review, drafting, editing, and version control processes.

Required Knowledge/Skills/Abilities:

• Demonstrated experience reviewing, drafting, and revising complex policy manuals, legal frameworks, or operational procedures.
• Experience identifying policy inconsistencies, ambiguities, and gaps, and developing actionable recommendations for improvement.
• Familiarity with law enforcement operations, procedures, and regulatory environments.
• Experience integrating technology, including AI tools, into policy analysis, document review, or program development processes.
• Strong analytical, research, and problem-solving skills, with attention to detail and accuracy.
• Strong written and oral communication skills, with the ability to translate complex concepts into clear, practical guidance.
• Ability to work with tact, discretion, and sound judgment in handling sensitive or complex matters.
• Ability to manage multiple priorities, meet deadlines, and independently drive projects forward.
• Strong organizational and project management skills.
• Strong working knowledge of Microsoft Office Suite and document management systems.

Required Education and Experience:

• Bachelor's degree in law, criminal justice, public policy, or related field required in this position; J.D. or Master’s degree preferred.
• Minimum 7-10 years of experience in criminal justice, legal, or public safety development, analysis, or program implementation required.

Other Information

May need to work outside of normal work hours (i.e., evenings and weekends)

Travel may be required to other MTA locations or other external sites.
