Requirements
  • A bachelor's degree in Accounting, Finance, or a related field is required.
  • A minimum of 7–10 years of progressive experience in international finance, tax, or accounting, with direct exposure to multi-jurisdictional compliance environments, is required.
  • Strong working knowledge of value-added tax and goods and services tax regimes, transfer pricing concepts, statutory reporting requirements, and international treasury operations is required.
  • Demonstrated ability to manage multiple concurrent priorities across geographically distributed teams and third-party service providers is required.
  • Strong communication, organizational, and project management skills are required.
Responsibilities
  • Serve as the operational lead for all international tax compliance obligations across the University's global entities, including corporate tax filings, value-added tax and goods and services tax returns, withholding tax obligations, and transfer pricing documentation.
  • Coordinate with external tax advisors in each jurisdiction to ensure timely and accurate filing.
  • Monitor regulatory developments across active jurisdictions and assess their impact on the University's compliance posture and financial reporting.
  • Support development and maintenance of the University's global tax strategy and intercompany pricing policies.
  • Maintain a comprehensive global compliance calendar covering tax, statutory, payroll, regulatory, and reporting deadlines across active jurisdictions.
  • Escalate risks to upcoming deadlines or required changes and coordinate remediation.
  • Serve as the institutional knowledge owner for each jurisdiction's compliance obligations and support onboarding of new international locations by establishing compliance frameworks and local service-provider relationships.
  • Coordinate corporate governance obligations for each international entity, including UK Companies House filings, Ireland CRO filings, India MCA annual returns and board resolutions, and equivalent requirements in other jurisdictions.
  • Serve as the finance function's primary liaison on legal entity matters and track registered offices, financial year-ends, authorized signatories, and statutory account filings.
  • Support new entity formation from a finance perspective, including bank-account opening, local registrations, and Workday Finance configuration for company codes, cost centers, currency settings, and intercompany eliminations.
  • Coordinate with international payroll leadership to ensure payroll compliance obligations, tax registrations, year-end filings, and employer requirements are met across active jurisdictions.
  • Oversee finance-side compliance with OFAC regulations and applicable sanctions regimes for international payments, including vendor disbursements, intercompany funding transfers, and research-related wire transfers.
  • Coordinate payment screening processes with legal and compliance functions and escalate identified exposure.
  • Ensure international finance operations comply with applicable data-privacy regulations, including UK GDPR and EU GDPR, for employee payroll data, student financial data, and vendor records.
  • Coordinate documentation and controls for cross-border transfers of financial information.
  • Serve as the finance liaison on international IT systems and technology compliance, including data residency, retention, access controls, and local regulatory requirements.
  • Coordinate with IT and information security teams to configure Workday Finance and related systems appropriately for each international entity.
  • Identify and escalate technology gaps and support compliant interim solutions with IT, legal, and the Controller's office.
  • Coordinate with Risk Management to ensure appropriate insurance coverage is in place before operations commence in each new jurisdiction.
  • Maintain awareness of entity-level coverage requirements and coordinate responses to coverage gaps or changes.
  • Coordinate the finance workstream for international real-estate transactions, including lease negotiations, local property registration, and lease accounting under ASC 842.
  • Evaluate new international leases for accounting treatment, record them accurately in Workday Finance, and ensure compliance with local commercial-tenancy requirements.
  • Liaise with legal, facilities, and local service providers on lease execution, renewal, and exit processes.
  • Maintain a global lease register and support impairment and right-of-use asset reviews.
  • Coordinate with HR and international payroll leadership to ensure statutory employee-benefit obligations are met across active international jurisdictions.
  • Maintain a benefits compliance register and ensure new entity setups include an assessment of statutory benefit obligations.
  • Coordinate with HR and local service providers to ensure benefit structures comply with local law and University policy.
  • Serve as an operational partner for new international market entries and coordinate finance and compliance workstreams across legal, HR, payroll, and institutional leadership.
  • Prepare materials for the CFO, Board of Trustees, and external stakeholders on the University's global compliance posture.
  • Manage the end-to-end statutory audit process for all international entities, including jurisdiction-specific financial statements, local external auditors, and audit-query resolution.
  • Ensure statutory accounts are filed on time in each jurisdiction.
  • Serve as the primary liaison between local finance staff or service providers and the Controller's office for audit matters.
  • Track audit timelines and maintain a rolling compliance calendar.
  • Oversee day-to-day treasury operations, including cash-flow monitoring, intercompany funding, and local bank-relationship management.
  • Coordinate with central treasury on foreign-currency exposure, repatriation of funds, and global liquidity management.
  • Ensure appropriate controls over international bank accounts and signatories.
  • Support cash-flow forecasts for each international entity.
  • Partner with procurement to ensure international purchasing complies with local requirements, including value-added tax reclaim procedures, import/export controls, and local vendor requirements.
  • Oversee accounts-payable operations at locations without dedicated local finance staff, using third-party providers as appropriate.
  • Ensure procurement policies and internal controls are consistently applied across global sites.
  • Draft and maintain intercompany service agreements for shared-services cost allocations.
  • Establish and document the policy basis for arm's-length intercompany charges and transfer-pricing documentation.
  • Maintain an intercompany agreement register and coordinate periodic reviews.
  • Ensure intercompany balances are reconciled and eliminated appropriately in consolidation.
  • Oversee periodic financial reports for each international entity and ensure consistency with the University's chart of accounts and Workday Finance structure.
  • Coordinate timely consolidation and intercompany eliminations with the Accounting team.
  • Prepare management reporting packages for international locations and support presentation of financial results to institutional leadership.
  • Ensure compliance with US GAAP for consolidation and local GAAP or IFRS for statutory purposes.
  • Support foundational data for managerial reporting and analyze reconciling items between managerial and statutory reporting.
  • Engage business owners on financial issues, compliance deadlines, and operational changes to ensure systems capture data appropriately for statutory and managerial reporting.
Desired Qualifications
  • CPA, CA, or equivalent professional certification is strongly preferred.
  • Prior experience in higher education, nonprofit, or public accounting professional services is preferred.
  • Experience with Workday Finance or a comparable enterprise resource planning system is preferred.
