Requirements
  • 8–10 years of professional experience, including at least 3 years overseeing project or contract operations involving multiple projects, tasks, or personnel.
  • At least 3 years of federal government accounting or federal financial management experience; 5 or more years is preferred.
  • Bachelor's degree in accounting, finance, business administration, information management, information technology, or computer sciences.
  • PMP, FAC-P/PM Level I, or equivalent project management certification.
  • Demonstrated experience leading federal projects similar in size and scope, with strong written and verbal communication to senior government leadership.
  • Proficiency in Microsoft Outlook, Project, PowerPoint, Word, and Excel.
  • U.S. citizenship and ability to obtain an ICE suitability (public trust) determination.
Responsibilities
  • Lead the monthly CBM billing cycle in CMM/FileOnQ for the DHS “Cube” components and ICE, including CPVI reporting, SLA metrics, and IRWA/IAA forms.
  • Lead the Beginning of Year (BOY) FASS reassessment and Fiscal Year End (FYE) support, including execution of the FYE surge and continuity plan.
  • Assign, track, and review all team work, including the financial-analytic workstreams before deliverables reach the government.
  • Develop and maintain project plans and schedules that feed the Master Integrated Program Plan and Schedule (MIPPS), updated at least weekly.
  • Prepare the Weekly Report and provide inputs to the Monthly Progress Summary Report and Bi-Annual Program Review for the Program Manager.
  • Triage and coordinate responses to ad-hoc taskings (approximately 10 per year), ensuring assumptions, methodologies, and data sources are documented.
  • Sponsor process improvement, CMM configuration changes, and change management activities with the Business Process and Change Management Analyst.
  • Serve as a working lead and backup on the monthly CBM cycle and taskings; respond to government requests within one hour during core hours.
Desired Qualifications
  • Direct experience supporting ICE's Office of Financial Management (OFM) or another DHS CFO-aligned organization.
  • Hands-on experience with cost allocation, activity-based costing, or reimbursable (IRWA/IAA) billing in a shared-services environment.
  • Experience with FileOnQ/CMM or similar cost management/billing platforms.
  • Familiarity with the DHS Financial Systems Modernization “Cube” environment and DHS financial systems such as Momentum.
  • Master's degree in accounting, finance, public administration, or data analytics.
  • Experience with SharePoint, Power BI, or Tableau for reporting and dashboards.

From 2010 to 2014, Davis worked as senior cyber resilience and business continuity professional at Accenture. He was responsible for Department of Defense projects focused on digital transformation, cloud migration and security, cyber resilience, and enterprise compliance. He also led Accenture Federal Services' compliance program for National Institute of Standards and Technology Special Publication 800-171. Davis spent almost six years as an associate at Booz Allen Hamilton, a role that included designing, implementing and evaluating major cybersecurity exercises, national-level continuity events and other complex demonstrations. What is Davis' experience in the U.S. Army? Davis served in the U.S. Army from May 2000 to May 2004. As executive officer of a 120-member airborne infantry company assigned to the 82nd Airborne Division, he served as the unit's second-in-command during Operation Enduring Freedom in Afghanistan. In this role, he directed logistics, synchronized operations with higher headquarters and oversaw the integration of combat enablers to maintain full operational readiness for global deployment on short notice. Woodbury, Inspira Plan To Launch New Health And Education Innovation District

The city of Woodbury and Inspira Health on Tuesday announced plans for the Woodbury Health and Education Innovation District, a development set to include housing, retail, a hotel and health care components.The Innovation District will be headquartered on the former Woodbury hospital campus and add elements such as market-rate housing, a Center for Innovation in Community Health, with attached hotel conference center and restaurant, convenience retail offerings and senior housing to complement the health care services currently provided and planned on the campus.On behalf of Inspira, CBRE has taken on the role of master developer, moving the planning forward and holding discussions with potential developers regarding individual components of the Innovation District.“We are pleased that Inspira Health offered the community the opportunity to provide their input to the emerging Woodbury Health and Education Innovation District plan,” Woodbury Mayor Kyle Miller said. “As something that will impact the community for the better, we are delighted with the ongoing collaboration and dialogue across stakeholders to develop a plan that will meet the unique needs of the community.
