Requirements
  • The candidate must have a Bachelor's Degree in Public Health, Emergency Management, Environmental Health and Safety, Social Sciences, or a related field.
  • The candidate must have five years of progressive experience in emergency preparedness activities, disaster operations, project management, or operational contingency planning.
Responsibilities
  • The position works in partnership with the UW Emergency Management Director and provides leadership and direction in the Director's absence.
  • The position leads the development, continuous evaluation, and implementation of emergency management protocols and procedures in compliance with University policy and federal, state, and local standards.
  • The position partners with the Training and Exercise Manager to design and facilitate high-pressure exercise frameworks that build response reflexes and validate plans.
  • The position provides leadership during steady-state periods to ensure the University community can respond effectively to high-impact emergencies.
  • The position manages and optimizes primary, virtual, and alternate emergency operations centers and provides operational leadership during emergency operations center activations.
  • The position manages UW Emergency Management emergency response and recovery resources, ensuring equipment, technology, and tools remain continuously ready.
  • The position ensures consistent delivery of emergency management preparedness and activation efforts at all University of Washington locations through technical support, guidance, and expert assistance.
  • The position works with key departments to ensure Incident Coordination Team, emergency operations center response teams, and Unit Response Center personnel are identified, trained, and supported.
  • The position aligns readiness efforts across the Seattle, Bothell, and Tacoma campuses, ensuring seamless communication and uniform operational standards.
  • The position leads the convening, monitoring, and communication between the Incident Coordination Team, emergency operations center, Unit Response Center, and other applicable teams, and initiates and scales an Incident Coordination Team or emergency operations center response when necessary.
  • The position supports Unit Response Centers through technical support, preparedness efforts, and cross-unit communications.
  • The position works closely with the Training and Exercise Manager to ensure response personnel are trained regularly through programs, exercises, and drills.
  • The position collaborates with the Business Continuity Manager to ensure necessary plans are in place to resume business following major events.
  • The position supports effective communication, training, coordination, and response to emergency incidents that might significantly impact the University of Washington, including communicable disease outbreaks, earthquakes, storms, violence, and civil disturbances.
  • The position collaborates with internal departments, external agencies, and community partners to coordinate emergency planning efforts and foster mutual aid agreements.
  • The position represents UW Emergency Management on designated University committees, work groups, and boards as assigned.
  • The position leads coordination and shares responsibility for duty-phone emergency call coverage with the UW Emergency Management team.
  • The position shares responsibility for Crisis Communications team response coverage with the UW Emergency Management team.
  • The position performs other duties as assigned.

  • The candidate should have a proven track record leading response operations, logistics, or emergency management program development.
  • The candidate should be able to build relationships across diverse, non-traditional stakeholder groups by translating technical emergency concepts into practical, localized language.
  • The candidate should have direct experience developing and using functional emergency plans and exercises focused on operational execution and utility.
  • The candidate should have high proficiency in using collaborative platforms to rapidly synthesize complex information into simple, usable operational terms during an incident.
  • The candidate should be able to remain objective and decisive during fluid, high-stress situations while managing changing priorities effectively.
  • The candidate should be able to anticipate, recognize, and resolve complex structural problems with personal integrity, trustworthiness, and professional tact.
