Requirements
  • Three to five years of project management or Community Manager experience.
  • Ability to read and interpret safety rules, operating and maintenance instructions, and procedure manuals.
  • Ability to write routine reports and correspondence and speak effectively before groups of customers or organizational employees.
  • Ability to perform arithmetic calculations involving whole numbers, common fractions, decimals, rates, ratios, and percentages, and interpret bar graphs.
  • Ability to apply commonsense understanding to written, oral, or diagrammed instructions and resolve problems involving several concrete variables in standardized situations.
  • A valid driver's license and insurance.
  • Ability to operate basic office equipment, including telephones, a ten-key device, scanner/copier, and fax machine.
  • Proficiency with Microsoft Office Suite, including significant experience with Excel, Word, and Outlook calendaring.
  • Reliable transportation.
  • Ability to travel for projects when needed, potentially up to 35% outside the Portland metropolitan area, with overnight stays when the commute exceeds one hour from the corporate office.
Responsibilities
  • Manage and coordinate lease-up projects from beginning to end.
  • Perform outreach activities throughout Oregon and Washington.
  • Develop and maintain close relationships with industry resources.
  • Communicate with clients, developers, investors, internal department directors, and executives.
  • Provide reports to internal and external stakeholders.
  • Develop and maintain the lease-up budget for each project, including invoicing, billing, payment tracking, and fund allocation.
  • Develop and maintain business relationships with vendors, resources, and clients through industry events, sponsorships, telephone, and email communications.
  • Coordinate the production of marketing communications.
  • Show apartments, accept applications, and screen applicants, including verifying and certifying resident income at initial, interim, and annual recertification.
  • Review rental applications for criminal and credit background history and review lease forms for accuracy and compliance with resident policies.
  • Check leases for accuracy and completion.
  • Complete resident move-in sheets and ensure utilities are transferred.
  • Explain rental agreements and residency policies to residents.
  • Maintain waiting-list files for eligible applicants and files for removed or rejected applicants throughout the lease-up period.
  • Supervise and implement move-in and move-out procedures.
  • Collect rent, maintain and reconcile petty cash, account for collected monies, and make timely deposits.
  • Execute journal receipts for collected monies.
  • Maintain accurate accounting records.
  • Assist with lease-up budgets, monthly variance reports, occupancy reports, and invoice approvals.
  • Maintain property files and records.
  • Prepare daily, weekly, and monthly reports.
  • Supervise the handling of on-site emergencies.
  • Communicate problems and make recommendations.
  • Implement effective time management.
  • Provide documentation supporting fair and timely resolution of disputes or issues involving residents, employees, or others.
  • Demonstrate leadership and promote professionalism through appearance, attitude, and communication.
  • Maintain a clean, organized, and secure rental office.
  • Ensure compliance with applicable federal and state regulations associated with business operations.
  • Train permanent office site staff and provide direct oversight of project support staff.
Desired Qualifications
  • One to two years of experience with Low-Income Housing Tax Credit (LIHTC) programs.
  • Prior experience with lease-ups.
  • Experience with Housing and Urban Development (HUD), Rural Development (RD), or Farmworker funding programs in a lease-up setting.
  • Bilingual communication ability.
