Requirements
  • Consecutive employment in a position with comparable responsibilities within the past five years.
  • Must be able to use a computer to communicate via email; proficient in Microsoft Office Products (Word, Excel, PowerPoint) and related tools and technology required for the position.
  • Possess at least 10 years of experience in Emergency Management and continuity.
  • U.S. Citizenship is required.
  • Location is CONUS near Northern Virginia, Washington DC, Maryland; on-site or proximity.
  • Travel may be required occasionally; travel is coordinated and approved in advance.
  • Excellent oral and written communication skills; proficient with Microsoft Office Products; All staff must be eligible for a Facility Access Authorization.
  • Must be able to submit to and qualify for varying levels of background investigations, up to a Top Secret or Department of Energy Q clearance.
  • May be required to complete a Financial Disclosure Statement.
  • Other security clearance and employment eligibility requirements apply.
Responsibilities
  • Provide Emergency Management Program Support, development, implementation, and sustainment of the Emergency Management Program as an on-site contractor fulfilling task order execution and support and off-site work product development.
  • Support to develop plans, policies and procedures, including business analysis to support synchronization of other plans and programs within the Army Operations Center or equivalent.
  • Develop and execute Emergency Management training events and exercises, including awareness campaigns and outreach programs.
  • Develop and maintain an Emergency Management Improvement Plan based on After Action Reports, lessons learned and best practices.
  • Develop materials and facilitate program development and status briefings adaptable to audiences from senior management to blue collar staff.
  • Provide Incident support during emergencies to assist the Incident Command Post or Emergency Operations Center; act as Situation Unit Leader and/or Documentation Unit Leader; proficiency in WebEOC and Juvare; assist with set-up/break-down of Emergency Operations Center.
  • Support on-site, at least one day per week, for identified short-term work projects in addition to above.
  • 5.1 Emergency Management Program Development: assist in development and implementation of Emergency Management Program and Strategic Planning efforts.
  • 5.2 Emergency Preparedness Training: conduct emergency preparedness training across multiple locations and shifts.
  • 5.3 Emergency Management Exercises: support multiple exercises; apply Homeland Security Exercise and Evaluation Program concepts.
  • 5.4 Emergency Management Corrective Actions Program: develop, implement, and maintain an agency-wide corrective action program based on incidents, training, and exercises.
  • 5.5 Exigent and Crisis Operations: provide support during incidents to the Incident Command Post and/or Emergency Operations Center; include capability as Situation Unit Leader and Documentation Unit Leader; proficiency in WebEOC/Juvare; assist with EOC setup/breakdown during incidents or National Security Events.
  • 5.6 Design and Construction Documentation Review for Impacts: survey construction projects for impact on emergency response operations.
