Requirements
  • A Bachelor's degree from an accredited college or university in engineering, emergency management, business administration, public health, or public policy; a Master’s degree can substitute for five years of relevant commercial or government experience.
  • At least 15 years of relevant commercial or government experience, which includes at least 10 years of relevant experience in emergency management and at least 5 years of experience in conducting appraisals.
  • Consecutive employment in a position with comparable responsibilities within the past five years.
  • U.S. Citizenship is required.
  • The candidate must be able to use a computer to communicate via email and be proficient in Microsoft Office Products (Word, Excel, PowerPoint) and related tools and technology.
  • All ProSidian staff must be determined eligible for a “Facility Access Authorization” (also referred to as an “Employment Authorization”) by the U.S. Government’s designated Security Office.
  • Applicant must have detailed knowledge in emergency management systems, including emergency operations centers, emergency planning, emergency preparedness, emergency response, hazards surveys, hazards assessments, incident command, organizational communications, emergency public information, emergency action levels, consequence assessment, and interfaces between emergency management and security operations and response.
  • Applicant must have demonstrated ability to design and conduct a wide range of performance tests, including large scale emergency management exercises and small scale individual/group tests (for example, tabletop exercises).
  • Applicant must have detailed knowledge of the Agency Missions, sites, facilities, operations, and organizational roles and responsibilities, and an ability to help line management identify solutions to complex problems.
  • The position requires excellent oral and written communications skills and an ability to develop reports and presentations that are understandable to a management audience.
Responsibilities
  • Support requirements for CLIN 1000: Management And Technical Crosscutting Activities (Time And Materials) for activities related to general and cross-cutting support.
  • Observe and report on the performance of Federal and contractor organizations’ implementation of security and safety policies and programs.
  • Apply enforcement actions to contractor organizations for poor performance in adhering to legally enforceable security and safety requirements.
  • Develop and deliver security and safety training programs that reflect best practices and lessons learned from Enterprise Assessment independent assessments to enhance workforce performance.
  • Provide technical expertise to perform the effort for the enforcement and training programs in the areas of safeguards and security; cyber security; emergency management; environment, safety, and health; as well as general and cross-cutting support.
  • Work as part of the Engagement Team to support the project requirements and deliverables as described in the posting.
