Requirements
  • A Bachelor of Science degree in engineering, construction, or business management from an ABET-accredited institution is required.
  • A minimum of 10 to 15 years of experience managing varied, successful engineering, procurement, and construction projects is required.
  • A minimum of 5 to 10 years of experience managing personnel is required.
  • U.S. citizenship is required to obtain the required NASA badge.
  • The candidate must provide a certified birth certificate with a state seal, passport, or INS citizenship documents on the date of hire.
  • The candidate must communicate effectively in English, both verbally and in writing.
  • The candidate must have and maintain a valid driver's license.
  • The candidate must pass a pre-employment background check and drug screen test.
  • The candidate must be able to work in an office environment 85% of the time and a field environment 15% of the time, including working at heights and in extreme heat or cold conditions, while following access and safety protocols and ensuring appropriate certifications and training.
  • The candidate must be able to lead a team and work in a team environment.
  • The candidate must have communication, organizational, and planning skills.
  • The candidate must be able to read and understand engineering documentation, including specifications, standards, drawings, models, estimates, bills of material, and preliminary engineering reports.

  • The candidate must be able to interface with personnel at various levels in a multicultural, team-oriented environment, including internal and external customers and stakeholders.
  • The candidate must be proficient in Microsoft Office, including Word, Excel, PowerPoint, and Teams.
  • The candidate must be resourceful in researching documents and databases and gathering various types of information and resources.
Responsibilities
  • Supervise and manage the construction management, project controls, configuration coordination, and project management teams, including Construction Managers, Project Managers, Project Controls, Project Coordinators, Configuration Coordinators, Lead Project Managers, Lead Construction Managers, and Lead Project Controls resources.
  • Oversee and execute staffing determinations, including budget, workload distribution, candidate evaluations, interview processes, and hiring actions.
  • Ensure newly onboarded employees receive required training, physical site access, software permissions, server credentials, processes, procedures, work instructions, and other mission-essential resources for operational readiness.
  • Assess the skill sets of construction, configuration, project controls, and project management teams.
  • Assign task orders and service requests according to skill sets and schedule availability.
  • Contribute to task-order proposal formulation through oversight, guidance, and peer reviews of proposal documents.
  • Ensure disciplined control of CORE and IDIQ projects by monitoring cost and schedule performance metrics and delivering data-driven reports, presentations, and reviews to the customer.
  • Build, implement, or socialize project-management best practices.
  • Evaluate the performance of all team members against departmental and individual goals.
  • Review and approve submitted time for assigned team members and resolve discrepancies.
  • Contribute to Engineering Services Department programs through proactive construction management, project management, and project-controls process improvement.
  • Provide coaching and guidance to construction management, project controls, configuration coordination, and project management team members throughout every aspect of a project.
  • Assess current project-management industry standards, strategies, tools, and terminology and adopt them to increase productivity.
  • Develop and execute efficient internal communication strategies with all levels of management within the team.
  • Maintain overall responsibility for the assigned project portfolio.
  • Ensure subcontractor strategy and status tools and methods contain an appropriate level of detail and reporting frequency to provide adequate project progress.
  • Ensure proper project communication occurs throughout the project lifecycle.
  • Determine required project meetings and ensure they occur daily, weekly, or monthly and are adequately attended and facilitated.
  • Interface with customers and stakeholders to communicate project status and resolve issues.
  • Monitor and report project performance against plan and take corrective action when required.
  • Ensure all required reporting occurs.
  • Coordinate with Engineering on detailed design review and finalization.
  • Provide decisions on procurement issues.
  • Ensure the contracting strategy is executed according to plan and schedule.
  • Manage change-control requests in a timely manner.
  • Ensure construction readiness.
  • Compile project lessons learned and share knowledge across departments.
  • Ensure projects are formally closed, including technical and financial closure.
  • Enforce construction, project-controls, configuration, and project-management standards.
Desired Qualifications
  • Familiarity with design, construction, and engineering terminology is preferred.
  • Experience with a data management system, particularly PTC Windchill, is a plus.
  • Project Management Professional certification and working knowledge of the Project Management Body of Knowledge Guide are preferred.
