What believers are saying

  • Dallas ISD's $6.2 billion bond program should drive multi-year PMO and controls demand.
  • Edmond's 40,000-connection lead-pipe program and MTA Hudson Line design win expand 2026 backlog.
  • Recent rail systems hires and the CHAMPS acquisition position STV for electrification and resilience spending.

What critics are saying

  • STV depends on public owners like MTA, Dallas ISD, and Edmond for 2026-2037 revenue.
  • Fixed-fee megaproject work will compress margins when scopes change, especially before 2029 construction starts.
  • CHAMPS integration can distract leadership while transit and education commissions stay politically and budgetarily fragile.

What makes STV unique

  • STV sells integrated rail, water, and program-controls execution, not standalone design.
  • Its 2026 hires deepen CBTC, signaling, and project-controls expertise for complex public megaprograms.
  • CHAMPS acquisition adds substation engineering, expanding STV beyond transportation into utility power.

STV delivers $2.55 billion United Terminal B transformation at Houston's IAH.

STV delivers $2.55 billion United Terminal B transformation at Houston's IAH. Published October 27, 2026 Redevelopment adds 765,000 square feet and 22 new gates to United's Houston hub. HOUSTON, TX - STV today announced the opening of United Airlines' new Terminal B North Concourse, part of the $2.55 billion transformation at George Bush Intercontinental Airport (IAH), expanding capacity and modernizing the airline's Houston hub to accommodate long-term growth. STV, in partnership with AvAirPros, led delivery for United and Houston Airport System's program - one of North America's largest modernization efforts - while the airport remained operational. The program reimagined the original terminal and tripled its capacity, with 765,000 square feet of new facilities, 22 new gates capable of serving wide-body and narrow-body aircraft and enhanced technology to support the next generation of air travel. The redevelopment also introduces more passenger-focused amenities, including expanded retail offerings, improved baggage operations and a 54,000-square-foot United Club, the largest in its global network. "Modernizing a major airline hub requires tight stakeholder coordination and thousands of strategic decisions," said Joe Thompson, senior vice president and national aviation practice lead at STV. "Working alongside United, the Houston Airport System and project partners, we transformed one of the country's busiest gateways and created the adaptability this terminal needs to accommodate Houston's continued growth." The project began in 2024 and was delivered under budget. STV's program management (PM) services included strategic planning, scheduling, project controls, community engagement as well as risk and cost and change management. Additionally, STV managed the art curation, reflecting the growing emphasis on experience-driven airport design to help create a stronger sense of place for travelers. About STV. First battery-electric trainset arrives in Chicago.

First battery-electric trainset arrives in Chicago. Published October 22, 2026 STV's team recently joined Metra and transit industry leaders at the American Public Transportation Association (APTA) TRANSform & Expo for the unveiling of the agency's first battery-electric multiple unit (BEMU) trainset, giving attendees a first look at the vehicle being developed for one of North America's first battery-electric commuter rail programs. The unveiling offered APTA attendees a first look inside the new train, which runs entirely on battery power and can travel an estimated 45 to 50 miles on a single charge. For the STV team supporting the program, it also made visible years of procurement, engineering review, manufacturing quality oversight and other technical work required to introduce battery-electric technology into commuter rail operations. "This is the first chance for many people to see the train up close. For the team behind it, it makes years of work tangible as we help prepare this new technology for future service," said Austin Longshore, senior project manager for STV in Chicago and a member of the vehicles team. STV is supporting Metra with the interconnected vehicle, testing and infrastructure requirements needed to prepare the trainsets for future operations. The team's work spans procurement and design reviews through manufacturing quality and testing oversight, while helping Metra plan for the charging infrastructure the new fleet will require. Battery-stored energy will power the trainsets, with each train featuring a centrally located power car housing the battery propulsion energy storage system. STV's work also includes assisting Metra with charging requirements for this new fleet and collaborating on its infrastructure strategy to support and maintain future BEMU operations on the Beverly Branch. Stadler Rail, the BEMU's manufacturer, also highlighted the partnership that helped bring the trainset to fruition. "I'd like to thank STV as the consultant who collaborated with us to bring a quality product here to APTA," said Sebastian Traechsel, commercial project manager at Stadler Rail. "Seeing the train here at APTA makes years of planning and collaboration tangible, while marking another step toward future service in the Chicago region," Longshore said. "Battery power gives agencies a new way to think about how they provide cleaner, more efficient rail service while maintaining the flexibility their networks demand."

STV, City of Edmond launch lead pipe replacement initiative.

STV, City of Edmond launch lead pipe replacement initiative. Published September 24, 2026 The program covers 40,000 water supply connections serving approximately 100,000 residents. OKLAHOMA CITY, OK - STV today announced the City of Edmond, Oklahoma, has selected the firm to lead a program to replace aging lead pipes and protect drinking water under the EPA's 2024 final Lead and Copper Rule Improvements (LCRI). The program will cover 40,000 water supply connections serving nearly 100,000 residents and will be conducted over a three-year period starting in 2026. Building on the city's service line inventory completed in October 2024, STV and teaming partner Carollo Engineers will develop replacement plans, update sampling programs and advance public education efforts. The team will use advanced GIS mapping and predictive modeling to prioritize areas based on pipe age, materials, neighborhood characteristics and historic water quality data, among other factors. "Edmond is taking decisive action to protect public health and its water system," said John Bannen, water/wastewater senior operations manager at STV. "This initiative goes beyond replacing pipes and reflects a commitment to transparency, trust and long-term water safety." LCRI requires cities to begin replacing old lead pipes that connect homes and businesses to the water system by 2027 and be completed by December of 2037, as these pipes can allow harmful metals into drinking water, a risk especially dangerous for children. With more than 80 childcare facilities and 27 schools in Edmond's service area, updated sampling plans will include stricter monitoring protocols for homes, schools and childcare facilities to ensure compliance and protect vulnerable populations. STV will also develop a replacement plan designed to minimize disruption in historic neighborhoods and underserved areas. STV will also lead a comprehensive public engagement program that includes proactive communication with affected households, coordinated outreach to schools and childcare facilities as well as regular updates on inventory status and replacement schedules. Residents will have access to multilingual resources, neighborhood workshops and a digital portal for real-time updates. This work positions Edmond to meet EPA's LCRI deadlines to submit its replacement plan by 2027 and complete all lead service line removals by 2037. Supported by federal funding through the Infrastructure Investment and Jobs Act (IIJA) and additional allocations from Oklahoma's Drinking Water State Revolving Fund, the initiative ensures cost-effective implementation for taxpayers. For more than 45 years, STV has delivered integrated management strategies for water, wastewater, water resources and resource recovery projects for clients nationwide and is ranked 18th for Water Transmission Lines and Aqueducts in Engineering News-Record's Top 500 Design Firms. Key projects include the Second Atoka Pipeline in Coalgate, OK, the award-winning Vista Ridge Regional Supply Project in San Antonio, Texas; the Owasso Wastewater Treatment Plant in Owasso, Oklahoma; the Walnut Hill Pump Station in Dallas, Texas and the Red Hook Wastewater Resource Recovery Facility in New York City.
