Requirements
  • Possession of a Baccalaureate Degree from an accredited college or university with a major in Criminology, Corrections, Social Work, Psychology, Sociology, or a closely related field, including Juris Doctorate.
  • Five years of full-time, or equivalent, supervisory experience in field services, institutional work, related special programs in a California County Probation Department or California Corrections Facility, government agency, or an equivalent combination of training and experience.
  • Possession of a Master's Degree from an accredited college or university with a major in Criminology, Corrections, Social Work, Psychology, Sociology, a Juris Doctorate, or a closely related field may substitute for one year of the required general supervisory experience.
  • Must meet all minimum standards for a Peace Officer under Section 1031 of the California Government Code.
  • Must be a citizen of the United States or a permanent resident who is eligible for and has applied for citizenship, except as provided in Section 2267 of the Vehicle Code.
  • Must be at least 18 years of age.
  • Must be fingerprinted for searches of local, state, and national fingerprint files to disclose a criminal record.
  • Must be of good moral character as determined by a thorough background investigation.
  • Must be a high school graduate, pass an approved high school equivalency test, pass the California High School Proficiency Examination, or have attained a two-year, four-year, or advanced degree from an accredited college or university.
  • Must complete state-mandated training required to serve as a sworn officer within one year after the hire date.
  • Must pass a POST law enforcement background investigation.
  • Must satisfy applicable peace officer standards, including the employment restrictions related to felony convictions.
  • Must complete a psychological examination before appointment, consisting of written tests and a clinical interview to determine fitness for the position.
  • Must be willing to work non-traditional hours, including evenings and weekends, in the office or field.
  • May be required to be armed.
Responsibilities
  • Organize, plan, and manage the day-to-day activities of the Adult Probation Department.
  • Ensure that departmental activities and personnel comply with departmental policies, methods, and procedures.
  • Formulate strategic plans for client rehabilitation and ensure staff safety.
  • Support and act on behalf of the Chief Probation Officer to collaborate with agencies, law enforcement bodies, stakeholders, and community groups.
  • Develop and implement meaningful programs, services, and initiatives.
  • Analyze staffing and performance data to forecast and recommend ways to ensure equity and operational efficiency.
  • Develop and train staff as appropriate and required.
  • Assist the Chief Probation Officer with operations of key divisions.
  • Assist in preparing the annual budget for personnel and non-personnel services and support expenditure control within authorized appropriations.
  • Remain current with leadership-development trends, criminal-justice design, technological advancements, and evidence-supported practices.
  • Prioritize and implement staff wellness, professional development, and engagement across the organization.
  • Promote employee recognition.
  • Develop strategies with subordinate staff to assess and achieve balanced work performance, feedback, and evaluation.
  • Ensure subordinate staff manage and produce data and supporting documentation for periodic departmental reports and maintain required records and files.
  • Direct the development and implementation of goals, initiatives, departmental programs, policies, and strategic plans.
  • Manage resource allocation and oversee appropriate service levels.
  • Ensure grievance and discipline practices align with memoranda of understanding.
  • Set objectives and monitor the performance of subordinate staff engaged in defined activities.
  • Assist in establishing departmental policies and procedures for personnel management.
  • Assist with overseeing internal affairs and investigating citizen complaints.
  • Coordinate complaint resolution, recommend corrective actions, and represent the department with the City Attorney and other agencies.
  • Consult with the Mayor and Board of Supervisors staff on behalf of the Chief Probation Officer when needed.
  • Coordinate with other City departments to address service needs.
  • Represent the department before, or provide information to, commissions, boards, committees, government agencies, organizations, and the media.
  • Lead division directors and managers in discussing program problems and issues.
  • Establish project priorities and review management reports to monitor program status.
  • Evaluate service levels and performance standards.
  • Advise staff on current developments, personnel matters, and policy or procedural changes.
Desired Qualifications
  • Knowledge of the legislative process and the ability to forecast implications for operations.
  • Knowledge of existing codes, ordinances, laws, regulations, and evidence-based practices relating to Probation Department operations.
  • Knowledge of principles, trends, and techniques in delivering adult probation services.
  • Knowledge of the organization of Superior Courts, including court jurisdiction, operations, policies, and procedures.
  • Ability to interpret, apply, and monitor staff performance for adherence to codes, ordinances, laws, and regulations relating to probation officer duties and the legal rights and obligations of adult offenders.
  • Ability to plan, organize, direct, and coordinate the overall activities of a division, including developing and implementing policies and procedures.
  • Ability to manage conflict and utilize effective organizational practices.
  • Knowledge of internal affairs.
  • Superior written and oral communication skills.
  • Experience leading staff responsible for developing and implementing training programs, including training for sworn staff to remain compliant with law changes, professional development, and policy.
  • Experience leading staff in uplifting internal and external programs and initiatives with project stakeholders that support the organization's mission and vision.
  • Experience advancing equity and inclusion through training, policy development, and service delivery.
