Requirements
  • An active Secret clearance is required.
  • A high school diploma is required.
  • At least 10 years of experience accessing and using the Navy Data Environment New Modernization (NDE-NM) and Engineering Planning (NDE-EP) modules for Ship Change Documents.
  • At least 5 years of experience reviewing, editing, and/or creating aircraft carrier Ship Change Documents.
  • At least 5 years of experience reviewing long-range modernization plans and installation schedules, and proficiency working with and briefing stakeholder organizations including PEO CARRIERS, OPNAV, planning yards, SYSCOMS, and other applicable activities.
  • Basic computer literacy and data-entry skills are required.
  • Proficiency in Microsoft Office applications, including Microsoft Word, Excel, and PowerPoint, is required.
  • Strong attention to detail and organizational skills are required.
  • Strong verbal and written communication skills are required.
  • Problem-solving skills are required.
  • Strong time-management skills are required.
  • Ability to work in a fast-paced, changing, and challenging environment is required.
  • Approximately 25% travel is required.
  • Must be legally authorized to work in the United States without employer sponsorship, now or in the future.
Responsibilities
  • Identify new Ship Change Documents in the pending submission queue and notify Ship Change Document Technical Leads.
  • Create file folders and checklists for each new Ship Change Document.
  • Notify submitters to assign Technical Reviewers and provide Technical Reviewers with folders and checklists once assigned.
  • Review incoming Ship Change Documents, identify significant technical and material problems, and route them to the appropriate policy division head for review.
  • Review incoming alteration requests, route them for technical review, collect comments, and handle related administrative requirements.
  • Maintain a tracking system for alteration requests and ensure timely responses.
  • Attend Fleet Modernization Program meetings as directed.
  • Assist with preparation for Fleet Modernization Program meetings.
  • Maintain liaison with staff codes regarding matters affecting Ship Change Document installation.
  • Coordinate programming inputs and provide technical and programming information to staff and other applicable activities involved with the Fleet Modernization Program.
  • Ensure actions support modernization policy directions.
  • Review long-range modernization plans and installation schedules with PEO CARRIERS, OPNAV, planning yards, SYSCOMS, and other activities.
  • Update and maintain Ship Change Document scheduling information in the Navy Data Environment New Modernization database.
  • Coordinate with the Modernization Coordinator and Ship Change Document/Alteration for Other Modernization Planner to align the Navy Data Environment New Modernization database with the Navy Data Environment Engineering Planning Fielding Plan and Change Request Master.
  • Provide bid and proposal support when requested.
  • Perform other assigned duties.
Desired Qualifications
  • An active Navy Data Environment account is desired.
  • Experience with Haystack Gold or an equivalent system, MBPS Windchill, eLAR/SPAR/SPLI, eShock, and other electronic forms modules is desired.
