Requirements
  • Experience evaluating, administering, and overseeing federal healthcare programs, with a focus on Medicare and Medicaid.
  • Comprehensive knowledge of Health and Human Services regulations, the Medicare Program Integrity Manual, and Medicare and Medicaid program operations.
  • Strong understanding of Medicare and Medicaid business processes, policies, and program integrity requirements.
  • Strong verbal and written communication skills to engage stakeholders at all levels.

Responsibilities
  • Provide thought leadership on the future direction of Centers for Medicare & Medicaid Services Program Integrity programs and Advanced Provider Screening capabilities.
  • Monitor emerging industry trends, technologies, regulations, and best practices related to healthcare fraud detection and prevention.
  • Advise Centers for Medicare & Medicaid Services leadership on strategic investments, modernization opportunities, and program enhancements.
  • Identify opportunities to expand Advanced Provider Screening capabilities and increase value delivered to Centers for Medicare & Medicaid Services stakeholders.
  • Serve as a liaison and trusted partner to Centers for Medicare & Medicaid Services business and system owners, other Centers for Medicare & Medicaid Services systems groups, and data vendors.
  • Apply extensive federal healthcare program knowledge to provide analysis, solutions, and requirements for teams across all areas of the Advanced Provider Screening project.
  • Facilitate and participate in client-facing meetings with multiple levels of Centers for Medicare & Medicaid Services leadership and end-user groups, including requirements-gathering sessions, project meetings, and training initiatives.
  • Serve as a strategic advisor for the Centers for Medicare & Medicaid Services Advanced Provider Screening program, providing expertise on system dependencies, relationships, and data flows across Centers for Medicare & Medicaid Services systems.
  • Provide subject-matter expertise in federal fraud, waste, and abuse prevention, detection, investigation, and enforcement.
  • Interpret and apply Health and Human Services regulations, Centers for Medicare & Medicaid Services policies, and the Medicare Program Integrity Manual to support program integrity initiatives and business operations.
  • Advise business and technical teams on compliance with federal healthcare regulations and Centers for Medicare & Medicaid Services program integrity standards.
  • Provide expertise in Medicare and Medicaid provider licensure verification and criminal background screening to support fraud, waste, and abuse prevention and detection.
  • Analyze and support Centers for Medicare & Medicaid Services programs by applying functional expertise in business processes, system integrations, and data flows across Advanced Provider Screening, Provider Enrollment, Chain, and Ownership System, Unified Case Management, Fraud Prevention System, and related Centers for Medicare & Medicaid Services systems.
  • Analyze federal and industry data sources, including the Social Security Administration, Treasury, state medical boards, Department of Justice, Health Resources and Services Administration, and board certification sources, to support provider screening, sanctions, and fraud, waste, and abuse detection activities.
  • Support the development of business rules, analytical models, and requirements to strengthen fraud, waste, and abuse prevention and detection efforts.
  • Provide guidance on provider enrollment screening, sanctions, ownership disclosures, and risk-based program integrity activities.
Desired Qualifications
  • Knowledge of Agile methodologies, including Scrum and/or the Scaled Agile Framework.
  • Scaled Agile Framework certification.
  • Understanding of the Centers for Medicare & Medicaid Services Targeted Lifecycle framework and its application to system development and project delivery.
