  • Familiarity with the structure of the United States Department of War and Military Services.
  • Proficiency using Microsoft Office software, including Outlook, Word, PowerPoint, Excel, Project, OneNote, SharePoint, and Teams.
  • The employee is expected to be based in the national capital region and work from the Test Resource Management Center office in the Mark Center in Alexandria, Virginia.
  • Project Management Professional certification or equivalent.
  • Currently holding a Secret security clearance.
  • U.S. citizenship is required.
  • Ability to incorporate Department of War-approved Generative Artificial Intelligence tools into daily workflows to accelerate analysis and document revision and review.
  • Ability to lead productive meetings to decisive outcomes by identifying root causes and holding participants accountable for defining concrete action plans.
  • Ability to effectively direct work in a matrixed team environment.
Responsibilities
  • Direct day-to-day project execution on behalf of the Government project office.
  • Lead or contribute to activities required to stand up a new organization or team, including potential personnel and subcontractor management.
  • Execute projects to achieve cost, schedule, and performance goals in accordance with contract requirements, Program Management Office and Contract Officer Representative direction, project office leadership, and Test Resource Management Center policy.
  • Lead the planning, coordination, tailoring, and drafting of acquisition strategies, Project Management Plans, Statements of Work, Work Breakdown Structures, Integrated Master Plans, Integrated Master Schedules, and Independent Government Cost Estimates for new projects.
  • Coordinate with the Contracting Office during pre-award activities to plan proposal reviews and create affordable and effective contract agreements.
  • Coordinate, plan, and prioritize upcoming tasks and deadlines using the project office Integrated Master Schedule and other task-tracking software.
  • Maintain awareness of project statuses and risks across the portfolio, ensuring issues and challenges are anticipated, escalated, and communicated to the Project Lead or Contract Officer Representative.
  • Serve as a primary point of contact, along with the Government Contracting Officer's Representative, for each project performer.
  • Establish and maintain relationships with performer execution teams and work to resolve conflicts early and positively.
  • Own project-level Risk, Issue, and Opportunity Management across the project life cycle, including planning, identification, analysis, control, and monitoring.
  • Work with the Systems Engineer to prepare briefings, including performer risk, issue, and opportunity status and burn-down plans, for the project office Risk Management Board.
  • Work with the Systems Engineer to prepare reports for the Risk Acceptance Authority.
  • Monitor, assess, and report on performer adherence to contract requirements throughout pre-award, requirements development, design, construction, commissioning, and operations for Test and Evaluation infrastructure projects.
  • Lead the project team in collecting, tracking, analyzing, reviewing, transforming, disseminating, visualizing, configuration-managing, and controlling proposals, briefings, Engineering Change Proposals, contract deliverables, contract data, baselines, and technical documents.
  • Coordinate and attend performer-driven project review meetings, including Integrated Baseline Reviews, monthly project status meetings, Preliminary Design Reviews, Critical Design Reviews, and Technical Interchange Meetings.
  • Coordinate, organize, and attend Project Management Reviews, milestone reviews, and other management review meetings directed by the Program Management Office.
  • Work with systems, aerospace, mechanical, electrical, and system safety engineers and financial, contracts, project controls, and project managers to achieve positive project outcomes.
  • Prepare, collate, and disseminate briefings and summary reports for the Government Contracting Officer's Representative and Program Management Office for decision-making.
  • Prepare, collate, and disseminate meeting minutes for project meetings, and generate, track, and follow up on action items.
  • Prepare, collate, and disseminate monthly status reports for each project.
  • Assist the Financial Manager with documenting and disseminating spend plans, obligations, allocation and distribution of funds, and cost tracking.
  • Contribute to long-term planning for the project office.
  • Contribute to the project office knowledge-management repository by documenting lessons learned, insights, and best practices.
  • Adhere to Department of War and Test Resource Management Center records-management requirements.
  • Follow administrative and sensitive-data protection guidelines.
  • Travel approximately 20% of the year to performer worksites and offices to observe design, construction, commissioning, and operations activities and participate in reviews and meetings.
Desired Qualifications
  • DAWIA Level III certification in Program Management or a closely related field.
  • Experience or familiarity with Department of War weapon acquisition programs, their Test and Evaluation needs, flight test ranges, ground testing, wind tunnels, or other Test and Evaluation infrastructure.
  • Experience as a Systems Engineering and Technical Assistance team member evaluating the technical performance of Government contractors.
  • Experience in complex system development and campus and facility development.
  • Familiarity with Mechanical, Electrical, and Plumbing systems, including electrical power distribution, high-pressure air generation and storage, compressors, boilers, steam generation, industrial heaters, instrumentation and control systems for industrial processes, industrial buildings, water cooling for industrial equipment, hydraulic systems, gas process-handling equipment, reliability and availability best practices, and operations and maintenance.
  • Top Secret eligibility.
