Requirements
  • A bachelor's degree in information technology, business administration, management, or a related field is required.
  • At least 15 years of experience in information technology is required.
  • At least 5 years of experience as a senior information technology project manager, acquired within the past 10 years, is required.
  • Experience delivering at least three 5,000 person-day mandates within the past eight years, involving multiple administrative units within one or more organizations, in a context comparable to the VPTI, is required.
  • Experience with organizational transformation programs or projects is required.
  • Experience coordinating multidisciplinary and multisectoral teams is required.
  • Experience with Microsoft's project management tools, including Dynamics 365 Project Operations or an equivalent, is required.
  • Strong organizational and coordination abilities are required.
  • Written and verbal communication skills in French are required.
Responsibilities
  • Develop and continuously maintain the project plan, including scope, deliverables, schedules, dependencies, and milestones.
  • Plan and coordinate SIGPP functional enhancements and provincial deployments.
  • Define delivery strategies and deployment plans.
  • Coordinate work among business teams, technology teams, and suppliers.
  • Ensure compliance with the methodological framework, governance processes, and organizational standards.
  • Mobilize and align project stakeholders.
  • Facilitate workshops, status meetings, tactical committees, and governance committees.
  • Act as the central coordination point among user sectors, DBPTI, VPTI, and external partners.
  • Promote stakeholder adoption of project directions and deliverables.
  • Identify, analyze, and monitor project risks, issues, and dependencies.
  • Develop and implement appropriate mitigation strategies.
  • Escalate issues requiring management or governance decisions.
  • Track corrective and preventive actions.
  • Monitor work progress and budget consumption.
  • Produce dashboards, progress reports, and presentations for governance bodies.
  • Measure project performance using management indicators.
  • Support decision-making by producing analyses and recommendations.
  • Collaborate on the change-management and deployment strategy for new functionality.
  • Coordinate user training, communication, and support activities.
  • Ensure business units and support teams are prepared before each production release.
  • Ensure a smooth transition to operations.
  • Support continuous improvement of project-governance and portfolio-management processes.
  • Maintain the project plan continuously.
  • Produce detailed planning and the master schedule.
  • Maintain the risk, issue, and decision register.
  • Produce monthly project status reports.
  • Prepare, facilitate, and document governance committees.
  • Produce the deployment and transition plan.
  • Produce the project closeout report and continuous-improvement recommendations.
Desired Qualifications
  • Senior-level experience delivering strategic mandates within an organization comparable in scale to Santé Québec.
  • Experience managing Agile projects using Scrum, Scrumban, Kanban, DAD, or SAFe, or using hybrid Agile and Waterfall approaches.
  • Knowledge of the healthcare domain.
  • Certifications such as PMP, CAPM, Prince2, PMI-ACP, SAFe, CSPO, PSPO, Agile, or Scrum.
  • Prosci certification in change management.
