Requirements
  • Bachelor’s degree in an appropriate discipline (administration, human resources, organizational development, industrial engineering, communications, or psychology) or equivalent
  • Demonstrate excellent oral and written communication skills in both French and English (advanced French required)
  • Have a minimum of 5 years of experience in change management
  • Be familiar with change management best practices
  • Be able to simplify and clearly explain complex concepts
Responsibilities
  • Conduct a comprehensive change impact analysis, including effects on processes, roles, teams, and operations
  • Develop an integrated transition and communication strategy aligned with project objectives and stakeholder needs
  • Build an overall change management plan covering engagement, communication, training, and support activities
  • Define and deliver transition and communication strategies, ensuring consistency in messaging and interventions
  • Produce detailed change management plans, including actions, timelines, responsibilities, and monitoring mechanisms
  • Prepare presentations, analyses, and decision-support documents for managers and governance committees
  • Ensure regular followup on progress by providing status updates and collaborating closely with project coordination teams
  • Document operational impacts and related issues to support adoption and anticipate risks
  • Design and produce communication materials to inform, engage, and support stakeholders
Desired Qualifications
  • Bilingualism in French and English (preferred)
  • Experience working in a government or public sector environment (preferred)
  • Experience with change management methodologies and tools (e.g., Prosci, ADKAR) (preferred)
  • Experience leading large-scale organizational change initiatives (preferred)
