- At least 8 years of experience as a Business Analyst, Functional Consultant, or Quality Assurance Tester focused on Oracle E-Business Suite R12.
- A bachelor's degree in Information Systems, Cybersecurity, Computer Science, Information Technology, Data Science, Software Engineering, Accounting, or a related field.
- CompTIA Security+ certification, required within 90 days of starting.
- Demonstrated functional knowledge of Oracle Federal Financials and federal accounting principles, including the United States Standard General Ledger.
- Strong experience writing test scripts, executing tests, and managing defects in a structured Information Technology Infrastructure Library, Agile, or Waterfall environment.
- An active Public Trust / Tier 3 (NACI) or higher clearance, or the ability to obtain one.
- Excellent verbal and written communication skills to translate complex technical concepts to non-technical government stakeholders.
- Collaborate with Defense Health Agency stakeholders, financial managers, and technical teams to gather, analyze, and document business requirements for Oracle Federal Financials modules, including CE, PA, SLA, GL, AP, AR, PO, and Federal Administrator.
- Create and maintain standard Oracle Application Implementation Methodology / Oracle Unified Method documentation, specifically Functional Design Documents (MD.050) and Configuration Documents (BR.100).
- Develop comprehensive test plans, test cases, and test scripts based on functional requirements and system modifications.
- Execute manual and automated test scripts across system integration, regression, and performance testing phases.
- Facilitate and support User Acceptance Testing with Defense Health Agency government stakeholders, including tracking defects, triaging issues, and verifying fixes.
- Log, track, and manage software defects using Jira, Micro Focus ALM, or similar platforms.
- Act as the functional subject matter expert to troubleshoot production issues and provide functional guidance to the Oracle Developer team.
- Prior experience on a Department of Defense or Defense Health Agency contract, supporting Defense Health Information Technology systems, or working on other federal contracts.
