Requirements
  • An undergraduate degree in Business Administration, Risk Management, Economics, Finance, or a related discipline is required.
  • At least 5 years of experience in commodities, Capital Markets, banking, or financial services, with demonstrated responsibility for operational risk, process execution, business controls, operations, physical commodity logistics, or related disciplines.
  • Direct experience supporting physical commodities trading, commodity merchants, logistics or storage operators, commodity financing, or commodity risk management.
  • A strong understanding of Global Markets activities, including Commodities sales, trading, financing, and origination, and their associated operational risks, controls, and governance frameworks.
  • Knowledge of physical commodities business models and end-to-end trade lifecycles, including logistics, storage, transportation, inventory, settlement, third-party providers, and related control points.
  • The ability to analyze complex commodity transactions and operating arrangements and translate process or execution risks into clear financial, operational, and business impacts.
  • Proven ability to manage significant incidents, issues, and crisis situations in a fast-paced environment.
  • Experience working across front-office businesses, Operations, Technology, first-line Centers of Excellence, second-line risk, audit, and specialist partners to resolve control gaps and deliver remediation.
  • Advanced proficiency with Microsoft Office Suite, including Excel, PowerPoint, Word, Power BI, and Visio.
  • The ability to create and execute detailed short- and long-term work plans.

Responsibilities
  • Provide first-line business control coverage for Commodities processes, controls, and execution risks across physical and derivative activity.
  • Own the Commodities Process Risk and Control inventory, including process documentation, risk and control mapping, control ownership, and periodic and trigger-based updates.
  • Execute the annual PSPRA for Commodities, including new product and new activity assessments.
  • Develop and report Commodities key risk indicators and control key performance indicators, including limit, inventory, and event-driven measures, with trend analysis.
  • Own controls management by identifying vulnerabilities and efficiency opportunities, supporting control testing and evidence quality, and tracking remediation.
  • Lead investigations and root cause analysis for events and issues, agree remediation actions and owners, and ensure timely recording, reporting, and escalation.
  • Provide operational and process risk input for business change, technology initiatives, audits, and remediation activity, ensuring practical controls are designed into changes from inception.
  • Maintain Commodities Business Impact Assessments and Business Continuity Plans, and coordinate testing and evidence for resilience obligations.
  • Lead assessment frameworks governing BMO-owned inventory, storage, and transportation, including MORA and equivalent frameworks for other commodity classes.
  • Execute new provider and location assessments, including scoring, escalation, and approval routing, and conduct periodic and trigger-based reviews of approved providers, facilities, and clients.
  • Perform daily inventory, insurance certificate, and limit monitoring across providers, locations, clients, and jurisdictions, including limit increases, excesses, breaches, and country risk exposure; approve limits in IMS when delegated.
  • Coordinate and execute the site visit and due diligence program, including findings and follow-up.
  • Own assessment questionnaires, procedures, monitoring tools, and governance documentation, including periodic refresh, second-line challenge, and approval.
  • Build a consolidated commodities-level operational risk program covering metals, energy, agricultural, and other physical sectors, including country risk tiering, scoring, and monitoring.
  • Advise on new products, clients, storage and transportation arrangements, jurisdictions, and business initiatives by identifying operational, process, insurance, third-party, and related execution risks across the commodity lifecycle.
  • Coordinate engagement with specialist partners across operational non-financial risk, Corporate Risk Insurance, Physical Security, Anti-Money Laundering, Third Party Risk, Country and Credit Risk, Regulatory Business Control, Compliance, Legal, and Tax.
  • Produce the monthly Commodities operational risk update covering inventory, providers, limits, assessment status, and workstream progress.
  • Prepare first-line materials and speaking points for risk and control committees, including business spotlights and thematic reviews.
  • Provide Commodities Sales, Trading, and Origination leadership with risk posture commentary, options, and recommendations.
  • Partner with Operations, Technology, and first-line Centers of Excellence on system, data, and process enhancements that strengthen the control environment.

Bank of Montreal issues $1B AT1 capital notes at 7.375% interest rate

Bank of Montreal has priced a USD 1 billion offering of Additional Tier 1 Limited Recourse Capital Notes, Series 7. The notes will carry a 7.375% annual interest rate, paid quarterly, until November 2036, after which the rate will reset every five years based on the 5-year US Treasury Rate plus 2.579%. The LRCNs will mature on 26 November 2086, with an expected closing date of 16 September 2026. BMO may redeem the notes, subject to regulatory approval, starting from November 2036 on any quarterly interest payment date with 10 to 60 days' notice. The proceeds will support general banking purposes and are expected to qualify as Additional Tier 1 capital for regulatory purposes. BMO Capital Markets, Barclays, Citigroup, Goldman Sachs, Morgan Stanley, and UBS are joint book-running managers for the offering.

BMO sells 138 US branches to First-Citizens Bank for $5.7B in deposits

BMO Financial Group has completed the sale of 138 branch locations to First-Citizens Bank & Trust Company. The branches are located across North Dakota, South Dakota, Wyoming, Nebraska, Kansas, Missouri, Oklahoma, Idaho, and selected locations in Minnesota, Oregon and Illinois. Under the agreement, First-Citizens Bank acquired approximately $5.7bn in deposit liabilities and $1.1bn in loans. The deal, first announced in October last year, forms part of BMO's strategy to reallocate capital towards markets with stronger client engagement and growth prospects. BMO plans to expand its presence in Western US markets, adding over 130 new sites in California and about 15 in Arizona. This would increase its California footprint by more than 50%.
