Responsibilities
  • Oversee and manage the day-to-day operations of the Center, including serving as primary supervisor of administrative core staff and providing executive support to the Center Director.
  • Serve as the primary operations director and finance officer for CIEHS and the NIEHS P30 Core Center grant.
  • Forecast, develop, implement, and maintain Center budgets and ensure that the unit functions in a fiscally responsible manner.
  • Develop and implement plans and budgets, identify and resolve issues, develop and implement operational policies and procedures, supervise staff, and delegate tasks and responsibilities.
  • Manage and implement changes required by the changing regulatory environment.
  • Serve as final signatory authority on funding allocations, travel reimbursements, payment requests, and purchase orders for the Center.
  • Supervise staff responsible for Center communications concerning meetings, events, and funding opportunities.
  • Assist the Center Director in interactions with NIEHS officials.
  • Act as a liaison with the Office of Sponsored Programs and HSC Research Office.
  • Interface nationally with NIEHS P30 grant administrators in bi-monthly virtual meetings and in person at the annual NIEHS meeting.
  • Forecast, develop, implement, and maintain all Center budgets, including grants and institutional funds; identify, resolve, and report budget issues and risks; prepare budget estimates and projections; reconcile accounts monthly; and provide monthly financial reports to the Center Director and pilot project awardees.
  • Prepare the annual operating budget for entry into the University Budget Application Model.
  • Develop and implement fiscal management policies and procedures for the Center and initiate changes as needed.
  • Provide fiscal oversight and ensure compliance with departmental, University, and regulatory policies.
  • Manage the effective operations of the cores.
  • Facilitate and oversee personnel transactions, including new position establishment, advertising, interviewing, hiring, onboarding, annual evaluations, terminations, funding changes, and payroll actions.
  • Manage funding changes and payroll actions for staff and faculty paid on the NIH P30 grant across multiple departments and schools.
  • Manage the pre-award and post-award NIH P30 Center grant, including six cores and multiple pilot awards, and ensure compliance with NIH rules and regulations.
  • Oversee grant expenditures, verify personnel effort charges, and coordinate with multiple departments regarding grants and cost-share speedtypes.
  • Ensure NIEHS progress-reporting requirements are met and maintain required approvals and program records.
  • Supervise staff who maintain databases tracking Center members, funding, publications, pilot project funding and outcomes, and member achievements.
  • Organize Center leadership and advisory board meetings and the annual NIEHS Center Directors Meeting.
  • Supervise the Department Coordinator I in purchasing, human resources, activity tracking, and general administrative duties.
  • Supervise the Communications and Marketing Specialist II in maintaining the Center website, posting updates and breaking news, managing social media, and supporting Community and Engagement Core communication and marketing needs.
  • Attend the annual NIEHS Center Directors Meeting.
Desired Qualifications
  • A master's degree in Business Management, Accounting, or an equivalent field.
  • Prior experience as a Center Administrator for an NIEHS P30 Center; experience as a Unit Business Manager for a Center or Department may substitute.
  • Experience in financial and accounting fields.
  • Proficiency in NIH compliance and policies and maintaining current knowledge of changes.
  • Eight or more years of experience in an administrative position such as Center Administrator, Unit Business Manager for a Department or Center, or equivalent.
