Requirements
  • Expert knowledge of the FEMA Section 406 Mitigation Program.
  • Ability to write comprehensive Section 406 mitigation project subapplications and proposals.
  • Understanding of and experience using the FEMA Benefit-Cost Analysis tool.
  • Ability to screen and triage subapplications for eligibility, feasibility, cost-effectiveness, and environmental and historic preservation compliance.
  • High proficiency in Microsoft Office Suite, including Outlook, Word, Excel, and OneNote, and electronic project and document management systems.
  • A valid driver's license and satisfactory driving record.
  • Proficiency with Grants Manager.
  • A minimum of three years of experience supporting FEMA Public Assistance, hazard mitigation, disaster recovery, construction, engineering, or related work.
  • Experience developing or reviewing FEMA Section 406 mitigation proposals.
  • Ability to attend meetings and conduct site visits at disaster-damaged facilities.
  • Ability to travel locally or regionally as required to support project activities.
  • Ability to work extended or non-standard hours when required by disaster recovery operations.
Responsibilities
  • Provide onsite Section 406 hazard mitigation support to the client throughout the FEMA Public Assistance project development process.
  • Review damaged facilities, project scopes, damage descriptions, site inspection information, and supporting documentation to identify potential mitigation opportunities.
  • Evaluate proposed repair and restoration projects for opportunities to reduce future disaster-related damage.
  • Develop and recommend practical and cost-effective hazard mitigation measures for damaged facilities and infrastructure.
  • Assist with incorporating Section 406 mitigation measures into FEMA Public Assistance project scopes of work.
  • Prepare mitigation proposals, narratives, cost information, technical documentation, and supporting justification for FEMA review.
  • Evaluate mitigation measures for eligibility and cost-effectiveness in accordance with FEMA Public Assistance policies and requirements.
  • Support benefit-cost and cost-effectiveness analyses when required for proposed mitigation measures.
  • Assist with responses to FEMA Requests for Information and other mitigation-related questions.
  • Participate in site visits, project meetings, and recovery coordination activities.
  • Review project documentation to ensure proposed mitigation measures are clearly distinguished from eligible disaster-related repair work and code or standard upgrades.
  • Follow and ensure compliance with health and safety guidelines.
  • Complete all required compliance training.
  • Perform other related duties as assigned.

  • A bachelor's degree in engineering, construction management, emergency management, public administration, or a related field.
  • Experience supporting FEMA Public Assistance, hazard mitigation, disaster recovery, construction, engineering, or related work.
  • Experience with FEMA Public Assistance project formulation and documentation.
