Requirements
  • A bachelor's degree or higher from an accredited college or university.
  • At least five years of experience managing a contract, task order, or program of similar scope.
  • At least five years of experience scoping, designing, executing, monitoring, and evaluating projects related to the contract scope.
  • Top Secret clearance is required.
  • Sensitive Compartmented Information eligibility is required.
Responsibilities
  • Direct all phases of programs from inception through completion, with responsibility for cost, schedule, and technical performance.
  • Participate in negotiations of contracts and contract changes.
  • Coordinate preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and contract financial terms and conditions.
  • Act as the primary customer contact and lead program review sessions covering cost, schedule, and technical performance.
  • Develop new business or expand the product line with the customer.
  • Establish milestones, monitor adherence to master plans and schedules, identify program problems, and obtain solutions such as resource allocation or contractual specification changes.
  • Direct the work of employees assigned to the program across technical, manufacturing, and administrative areas.
  • Manage one or more programs and potentially manage an operating or field office.
  • Supervise professional and technical personnel in their customary disciplines.
  • Prepare manpower staffing plans, including skill and labor mix, to support contract operations.
  • Recruit, interview, and hire staff when required.
  • Monitor contracts, subcontracts, and funding, and prepare forecasts of program financial performance.
  • Acquire follow-on business and support new business development by leading major proposals personally or through subordinate program or project managers.
Desired Qualifications
  • Experience managing a geographically dispersed workforce.
  • Project Management Professional certification and/or Defense Acquisition Workforce Improvement Act Project Management certification.
  • Experience developing cyber-related training courses and curricula and/or delivering cyber-related training in the Department of Defense.
