Requirements
  • A bachelor's degree in mechanical engineering, project management, business administration, or a related field is required.
  • At least 10–15+ years of experience in petrochemical, chemical, or refinery construction or project management, including manufacturing and utilities experience.
  • At least 5 years of experience in project engineering, asset management, or industrial operations.
  • Basic knowledge of utility packaged-unit engineering and operation.
  • Knowledge of Brine Unit, Waste Gas Treatment, Wastewater Treatment, RO/Demineralizer, Boiler, and Chemical Dosing system equipment, controls, and operations in petrochemical or refinery environments.
  • Knowledge of computerized maintenance management systems such as SAP and AMS.
  • Proficiency in project management software, budgeting tools, data analysis, modeling, and reporting.
  • Strong leadership, communication, negotiation, and problem-solving abilities, with the ability to work collaboratively across multidisciplinary teams.
  • Must be a United States citizen or permanent United States resident.
Responsibilities
  • Manage the portfolio of OSBL unit equipment selection, delivery, construction, startup, and commissioning at the Waggaman facility.
  • Lead OSBL unit equipment projects through selection, permitting, construction, commissioning, and closeout while coordinating across multiple project phases.
  • Develop, monitor, and control project budgets; identify cost variances, implement corrective actions, and prepare and present budget and status reports.
  • Create detailed project schedules, track progress, and ensure adherence to timelines while managing dependencies and resource allocation.
  • Support consultant selection and subcontractor management; negotiate rates, manage change orders, and resolve disputes.
  • Ensure projects meet design, safety, and regulatory standards and conduct quality reviews and compliance checks.
  • Serve as the primary point of contact for high-profile owners and communicate project status, risks, and opportunities.
  • Prepare performance reports, financial models, and presentations for executive leadership and stakeholders.
  • Participate in capital projects and equipment commissioning activities.
  • Review equipment designs for reliability and maintainability considerations.
  • Support installation, startup, and performance testing of new equipment.
  • Assist with spare-parts optimization and inventory management.
Desired Qualifications
  • Advanced degrees or certifications such as Project Management Professional or Leadership in Energy and Environmental Design are advantageous.
