Out-of-School Time Learning Consultant

Reports to: Michael J. Hobin, Director, Office of College and Career Readiness, RI Department of Education

Work Schedule: 30 hours/week (flexible), in-person, Mon — Fri, through 6/30/27. Not to exceed 1104 total hours. Must have own transportation (mileage to be reimbursed) and occasionally be available for evenings and weekends.

Duties and Responsibilities: 

• Help RIDE staff with the administration of all aspects of the Learn365RI initiative to ensure the long-term goals of improving student learning outcomes. 
• Provides on-going management, program development, and quality improvement to the municipalities and partners, including grants management, contract management, evaluation, professional development, technical assistance, monitoring, policy development, strategic planning, budgeting, regional and statewide meeting planning, reporting, and any other appropriate tasks related to the initiative. 
• Coordinates efforts with state, local and community organizations and stakeholders related to learning beyond the formal school day and traditional school year. 
• Conducts and manages the data systems collection to analyze, share and use data for decision-making related to program quality improvement and student achievement that informs statewide policy and decision making. 
• Represents RIDE to ensure the perspective and interests of RIDE are represented in numerous state-level policy and program development groups, legislative commissions, and initiatives related to after-school initiatives. 
• Performs related work as assigned.

• Skilled in communicating effectively both orally and in writing with various audiences.
• Strong leadership, strategic thinking, organization and communication skills.
• Skilled in preparing, managing, and monitoring federal grant budgets in accordance with regulatory, programmatic, and funding initiatives. 
• Skilled in team leadership and facilitation, management and building collaborative relationships with state and community agencies.
• Knowledge of systems change and development.
• Skilled in planning and implementing various types of evaluation.
• Skilled in the use of computer technology.
• Skilled in building collaborative relationships with other state and community agencies.
• Knowledge of expanded learning opportunities, out-of-school-time initiatives, and positive youth development.
• Knowledge of effective school/community organization partnerships.

Qualifications: 

Master's degree in administration or fields related to education, behavioral health, youth development or public policy, or equivalent experience. 3-5 years employment in a position involved with administration and evaluation of grant-funded programs; experience in planning, developing and implementing programs; working with systems integration and change; experience effectively working with state, community and/or school partners.
