Requirements
  • High school diploma or equivalent, or any combination of education and experience that meets the requirements for performing the essential functions of the job.
  • A valid state driver's license is required.
  • Must meet continuing education requirements prescribed by state law.
  • Ability to compare and judge readily observable characteristics of data, people, or things.
  • Ability to operate computers, drafting supplies, calculators, cameras, measuring wheels, copiers, facsimile machines, and motor vehicles.
  • Ability to perform coordinating work involving guidelines and rules, with constant problem-solving.
  • Ability to use mathematical formulas and apply algebra, geometry, and statistical inference.
  • Ability to read reports, correspondence, real property appraisals and assessments, maps, deeds, surveys, and permits.
  • Ability to prepare correspondence, reports, permits, forms, and maps using prescribed formats and correct punctuation, grammar, diction, and style.
  • Ability to speak before groups with poise, voice control, and confidence.
  • Ability to apply logical or scientific thinking to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to interpret technical instructions in mathematical or diagrammatic form and deal with abstract and concrete variables.
  • Proficiency in Microsoft Office.
  • Ability to exercise analytical judgment, identify problems, evaluate alternatives, research issues, and implement decisions according to established policies and procedures.
  • Ability to perform the listed physical functions, including grasping, handling, hearing, manual dexterity, reaching, repetitive motion, speaking, standing, visual acuity, and walking.
  • Regular and reliable attendance and physical presence at the workplace are required.
Responsibilities
  • Review site plans for compliance with the Zoning Ordinance and prepare permits, disapproval letters, and waivers.
  • Review map amendment applications for compliance with the Zoning Ordinance and research information for map amendment reports.
  • Answer public telephone inquiries regarding zoning questions for Richland County.
  • Assist staff in clarifying portions of the Zoning Ordinance.
  • Assist walk-in customers with zoning information, permits, and affidavits.
  • Post property for the Planning Commission and Board of Zoning Appeals.
  • Research files, the Zoning Ordinance, and permits for violations, site plan reviews, and public inquiries.
  • Conduct field checks to determine zoning compliance.
  • Assist with setup for Planning Commission and Zoning Board of Appeals meetings and attend meetings.
  • Assist taxpayers and developers in determining allowable activities within zoning districts and for road classifications.
  • Maintain accurate files for variance special exceptions, appeals, and map amendments.
  • Receive and review site plans, tax map numbers, land use and activity information, faxes, Planning Commission and Board of Zoning Appeals matters, and questions concerning the Zoning Ordinance.
  • Prepare and generate zoning permits, map amendment reports, and sign permits.
  • Use the Richland County Zoning Ordinance, County website, CAMA, TRAX/Access, telephone book, permit files, tax maps, and cross-reference directory.
  • Interact and communicate with business owners, landowners, real estate agents, the general public, government agencies, Code Enforcement, developers, law enforcement agencies, coworkers, and the immediate supervisor.
  • Call Board members and prepare meeting rooms as necessary.
  • Greet the public and answer the telephone.
  • Perform other duties as assigned.
Desired Qualifications
  • Two years of experience in technical and administrative support work in a governmental setting is preferred.
