Requirements
  • A high school diploma or GED, plus eight years of progressive experience in fields providing the required knowledge, skills, and abilities, or an equivalent combination of progressive experience and technical training that provides the necessary knowledge and experience.
  • A current and valid driver's license; the posting specifies that it must be a Virginia or North Carolina driver's license.
  • Knowledge of construction methods for highways, including curbs and gutters, sidewalks, pavement, drainage systems and structures, pipelines, and appurtenances.
  • Proficiency in Microsoft Office applications, including Excel, Word, and Outlook.
  • Ability to work hours beyond the normal schedule in response to short-term department needs or city-wide emergencies.
  • May be required to work during inclement weather, including flooding, hurricanes, and snow.
Responsibilities
  • Perform inspections and make minor field engineering decisions.
  • Process records and financial data associated with construction, repair, or renovation of highway and drainage facilities or water and sewer utility systems to ensure compliance with city and state standards and contractual documents.
  • Ensure proper methods and materials are used.
  • Approve payment requests and verify work performed.
  • Review and recommend time extension requests.
  • Determine needs, assist in negotiation, and prepare drafts for formal notifications, work orders, and change orders.
  • Perform other duties requiring the skills, knowledge, and physical requirements described for the position, as assigned based on current workloads and department needs.
Desired Qualifications
  • Certifications in DEQ Erosion and Sediment Control Inspector, Storm Water Management Inspector, and the VDOT Materials Certification Program for asphalt, concrete, pavement marking, and soils and aggregate compaction.
