Requirements
  • A bachelor's degree in IT Systems Engineering, Management Information Systems, Computer Science, or a related field.
  • At least 10 years of relevant professional experience.
  • At least 10 years of experience in systems analysis, business process analysis, requirements analysis or gathering, and related project lifecycle activities.
  • At least 10 years of technical, business, and solution architecture experience.
  • Experience identifying and classifying application components, analyzing application inventories, and developing architecture guidance.
  • Experience with DHS SELC and federal governance and investment processes, including CPIC and OMB Exhibit 300.
  • Configuration management and change control experience.
  • Familiarity with integrating federal cybersecurity and compliance requirements, including DHS sensitive systems policy, NIST 800-series, and FISMA, into solution designs.
  • Excellent active listening, verbal communication, and business writing skills.
  • Ability to explain technical issues to non-technical executive-level stakeholders and elicit cooperation across diverse stakeholder groups.
  • Strong leadership and mentoring capability.
  • Adaptability to shifting priorities and timelines.
  • Experience with Jira, Confluence, ServiceNow, Git, GitHub, GitLab, Microsoft Teams, Outlook, SharePoint, Microsoft Excel, Microsoft PowerPoint, and earned-value or cost-tracking tools.
Responsibilities
  • Lead systems and business analysis across the IT portfolio, including requirements elicitation, business process analysis, workflow mapping, gap analysis, and solution definition.
  • Translate stakeholder needs into actionable business and technical requirements and provide application architecture guidance, including inventory analysis, component classification, and integration approaches.
  • Support and participate in governance and lifecycle processes, including CPIC, DHS SELC, OMB Exhibit 300, CCBs, and similar forums.
  • Lead configuration management activities, including configuration identification, change control, status accounting, audits, and documentation.
  • Conduct continuous risk assessment and manage mitigation strategies across program execution.
  • Support budgeting and financial analysis for programs by maintaining budget and spend plans, tracking obligations, commitments, and expenses, performing variance analysis and forecasting, and coordinating with finance and program control specialists.
  • Manage and oversee subcontractor work when applicable and ensure timely status reporting and deliverable completion.
  • Prepare programmatic and status briefings and participate in proposal orals preparation and executive-level presentations as needed.
Desired Qualifications
  • Prior DHS or similar federal law enforcement experience.
  • Knowledge of DHS ICE System Lifecycle Management.
  • Proposal orals presentation experience.
  • A professional project management certification such as PMP, PgMP, or an Agile certification; equivalent experience may be acceptable.
