Requirements
  • Three to five years of specialized military ordnance-handling experience related to ammunition and explosives storage, accountability, and transport.
  • One to two years of direct team-lead or supervisory experience.
  • Enrollment in the Personnel Reliability Program.
  • A minimum high school diploma or equivalent GED.
  • Ability to pass annual explosives-handler medical-surveillance examinations, including vision, color differentiation, audiogram, and heavy weight-bearing tests.
  • Written and oral communication abilities commensurate with the management role.
  • Intermediate to advanced proficiency with Microsoft Office, including Word, Excel, Outlook, and PowerPoint.
  • Ability to understand, speak, read, and write English.
  • Ability to communicate effectively with employees at all levels, government representatives, and outside contacts.
  • Strong interpersonal skills and sound judgment, with the ability to work independently or as part of a team.
  • Ability to lift up to 50 pounds.
  • Ability to stand and walk for prolonged periods and periodically twist, bend, and squat.
  • Ability to wear required personal protective equipment, including safety glasses, protective-toe footwear, gloves, and hearing protection.
  • Current Secret-level security clearance.
  • U.S. citizenship required for Secret clearance at this location.
  • Advanced Navy/Department of Defense certification in AMMO-62, AMMO-76, or an equivalent Center for Ordnance Training program.
  • Demonstrated mastery of NAVSEA OP 5 standards and ability to develop localized standard operating procedures.
  • Active or clear eligibility for a state Commercial Driver’s License with Hazardous Materials endorsement.
  • Master Material Handling Equipment operator status specializing in explosive-rated EE and EX assets.
Responsibilities
  • Lead technicians and clerks executing the safe receiving, earth-covered magazine storage, physical security, and convoy distribution of Class 1 explosives.
  • Orchestrate sensitive ordnance logistics.
  • Oversee the tactical layout, segregation, and cubic-foot capacity of earth-covered magazines in accordance with explosive compatibility matrices.
  • Plan and coordinate secure routing, security escorts, and fleet assets for moving strategic or conventional munitions across the regional area of responsibility.
  • Act as the on-site authority ensuring operations comply with NAVSEA OP 5, NAVSUP P-805, and Department of Transportation regulations.
  • Validate transactional ledger entries in the Ordnance Information System database to align physical stockpiles with systemic inventory accounts.
  • Audit incoming and outgoing military tactical vehicles and commercial transport carriers for correct blocking, bracing, tie-down configurations, and placarding.
  • Verify team proficiencies and administer localized qualification and certification boards for explosives-handling personnel.
  • Assign work to subordinates based on priorities.
  • Monitor and provide performance feedback through employee recognition, coaching, and disciplinary action.
  • Ensure communication flows between upper management and employees.
