The Hague justice week | justice in wartime: how Ukraine is building accountability during war.

The Hague justice week | justice in wartime: how Ukraine is building accountability during war. Event co-organised by the International Development Law Organization (IDLO) and its consortium partners: T.M.C. Asser Institute (Asser), the Center for International Legal Cooperation (CILC), and the Netherlands Helsinki Committee (NHC), in partnership with the Ministry of Foreign Affairs of the Netherlands and the Embassy of Ukraine in the Kingdom of the Netherlands. Monday, 16 November 2026 13:00-15:00 CET IDLO, The Hague, 3rd Floor Conference Room Russia's full-scale invasion of Ukraine has given rise to widespread international crimes and created one of the largest accountability challenges in recent history. Ukraine's Office of the Prosecutor General (OPG) has now registered more than 260,000 alleged war crimes - from attacks against civilians and conflict-related sexual violence to enforced disappearance and the deportation of children. Ukraine's prosecutors, investigators, defence lawyers, and judges continue to investigate and adjudicate alleged atrocities under active-conflict conditions, with constrained resources and sustained pressure. Their work is complemented by civil-society organizations documenting violations and supporting survivors. Drawing on the consortium programme implemented by IDLO with Asser, CILC and NHC, the session will examine Ukraine's national accountability efforts, including legal reform, prosecution strategy, judicial capacity, victim and witness protection, and the place of veterans in the justice system. Ukrainian practitioners and policymakers will join international experts and civil-society representatives to consider progress, remaining gaps and priorities for sustaining credible and nationally led accountability efforts. The event is in person. Opening remarks: * H.E. Andriy Kostin, Ambassador Extraordinary and Plenipotentiary of Ukraine to the Kingdom of the Netherlands * Bart Paans, Head of the UN Political Affairs and International Legal Order Division of the Department for Multilateral Organizations and Human Rights of the Ministry of Foreign Affairs of the Netherlands * Dr. Fabricio Guariglia, Director, The Hague Office, IDLO * Senior representatives from across Ukraine's criminal justice chain and civil society Moderator: * Alisa Muzergues, Consortium Management Programme Lead
