Requirements
  • Requires Juris Doctor from an accredited law school.
  • Requires employee to be a licensed member of the South Carolina Bar, in good standing.
  • Requires six years of leadership experience as a manager or supervisor.
  • Requires the ability to interpret complex legal and policy issues and maintain detailed knowledge of changes in pertinent legal doctrine.
  • Requires professional-level administrative, technical, and managerial judgment, including applying policies and procedures to complex problems.
  • Requires the ability to read professional literature and technical manuals, speak to employee and public groups, conduct training, write complex reports and grant proposals, and write training curricula.
  • Requires heightened analytical and mathematical abilities for organizational projections, process evaluations, departmental needs, complex budgets, and grants.
  • Requires the ability to work with diverse groups, negotiate, exchange information, and formulate policies and programs.
Responsibilities
  • Supervise all legal activities of the Court Appointed Special Advocates program.
  • Supervise subordinate attorneys by instructing, assigning, reviewing, and planning work; maintaining standards; coordinating activities; assisting with employee selection; addressing employee problems; and recommending discipline and discharge.
  • Review subordinate work for effectiveness, evaluate performance, and make recommendations as appropriate.
  • Coordinate training and development opportunities for assigned staff.
  • Assist in formulating department policies and procedures, particularly regarding legal issues.
  • Assist with developing and monitoring departmental budgets, policies, and procedures.
  • Supervise court processes involving more than 1,500 hearings per year.
  • Develop and maintain positive relationships with organizational stakeholders at local, regional, and national levels.
  • Supervise preparation for and presentation in Family Court; diagnose cases, determine case strategies, interview involved parties, research legal issues, apply the law, determine desired outcomes, negotiate with other attorneys, and evaluate and prepare witnesses.
  • Promote community awareness of child abuse and neglect issues.
  • Coordinate department activities and functions with County departments, municipalities, and outside agencies.
  • Plan and give presentations to community and civic organizations.
  • Maintain files and compile data for and prepare reports and statistics.
  • Attend and participate in professional conferences, training, seminars, and workshops to maintain job knowledge and skills.
  • Represent Richland County on local, regional, and national committees.
  • Sustain National CASA Accreditation by monitoring compliance indicators, directing necessary changes, and reallocating resources as needed.
  • Provide legal representation to CASA volunteers and staff advocating for children in abuse and neglect proceedings in Richland County Family Court.
  • Remain on call 24 hours a day, 7 days a week.
