  • 7 to 12 years of experience, including management consulting (MBB, Bridgespan, Dalberg) or an equivalent background in structured problem-solving and analytical rigor, combined with exposure to international development or global health.
  • A track record of operating with significant autonomy, bringing well-formed proposals forward and driving them to completion rather than waiting for direction.
  • Evidence of moving senior people who do not report to you and building standing quickly with people who do not already know you.
  • Willingness to tell the CEO she is wrong, with reasoning rather than discomfort.
  • Sound judgment about confidentiality, including under relationship pressure.
  • Experience building operational systems that outlast their author, including KPI tracking, review cadences, and accountability structures that keep running through handoffs.
  • Fluency with AI tools as a default way of working, and judgment about where they add leverage and where they do not.
  • Comfort working across regions and time zones.
  • Willingness to travel periodically, including to meet with the CEO and for semiannual leadership convenings.

Responsibilities
  • Own board meeting preparation end to end, including agenda design, materials, and follow-up tracking.
  • Partner with the CEO on board strategy, including sequencing what comes to the board, framing the strategic narrative, and managing relationships between meetings.
  • Manage the cadence, purpose, and follow-through of Global Leadership Team meetings to produce decisions and ensure their outputs are completed, including designing semiannual in-person convenings.
  • Turn the CEO's priorities into owned, dated, tracked commitments across a global senior team, and drive follow-through without escalating every time.
  • Support development and maintenance of a clear map of decision rights across executive and director levels, in regions and globally, and surface where that is breaking down.
  • Synthesize information from across the organization so the CEO has a current picture of organizational health, emerging risks, and opportunities.
  • Serve as a thought partner to the CEO by pressure-testing decisions, surfacing trade-offs, and offering candid, independent counsel, including when the information shared is unwelcome.
  • Support strategy-refresh change management, helping teams navigate shifts in roles, structure, and ways of working.
  • Build and maintain a standing progress dashboard so the board, executives, and staff see a clear picture of performance over time.
  • Build and run the cadence that keeps strategy alive, including quarterly business reviews, annual OKR development and quarterly tracking, KPI reporting, and an annual refresh process.
  • Directly manage and provide technical direction to the Strategic Initiatives team, the internal consulting team, including quality control on analytical frameworks and conclusions.
  • Translate strategic direction and the operating system into workstreams the team can execute and time-limited special projects, and develop the team into strong generalist strategists.
  • Provide oversight of executive and internal communications.

Evidence Action and CIDRZ survey shows high syphilis screening and treatment in ANC, highlights need for improved counselling and provider training. April 10, 2026 Owen Chishimba Chibebe shares results of the 2025 Comprehensive Facility Survey on syphilis screening and treatment in antenatal care. Evidence Action in partnership with the Centre for Infectious Disease Research in Zambia (CIDRZ), conducted the 2025 Comprehensive Facility Survey (CFS) to assess the performance of the Ministry of Health's efforts to address gaps in syphilis screening and treatment services during antenatal care (ANC). The survey, which is the primary programme, monitoring activity, measured screening and treatment coverage across trained facilities. Speaking during the CIDRZ research meetings, Senior Monitoring, Learning and Evaluation Officer at Evidence Action, Mr Owen Chishimba Chibebe said the survey sampled 44 facilities from a frame of 837 trained health facilities. He explained that the objective was to estimate coverage of syphilis screening and treatment services by tracking pregnant women attending first ANC, those tested, those who tested positive, and those treated with benzathine penicillin G. Mr Chibebe noted that findings showed strong screening performance, with 90 percent of pregnant women tested for syphilis among trained facilities. In addition, 97 percent of facilities had testing commodities in stock at the time of survey, and 89 percent of providers recalled correct testing guidelines. On treatment coverage, he said 90 percent of syphilis-positive pregnant women received treatment using the alternate ANC approach compared to the 101 percent using the data quality adjustment factor approach, while 94 percent of facilities had benzathine penicillinin stock at the time of survey. All surveyed providers also recalled the correct treatment guidelines. Mr Chibebe highlighted that screening and treatment rates were high, meaning most pregnant women in trained facilities were receiving essential services. However, he noted gaps in counselling, knowledge of congenital syphilis risks, and treatment timing and knowledge of correct dosages. He recommended strengthening provider training, counselling skills, and supportive supervision to improve service delivery and protect mothers and newborns. April 9, 2026 April 8, 2026
