Requirements
  • Bachelor’s degree in an engineering, scientific, or construction-related discipline from an accredited college or university and 6 years’ related experience and/or training; or an equivalent combination of education and experience.
  • Knowledge of construction practices, including formwork, rebar, and concrete placing.
  • Quality assurance-related experience, preferably in the nuclear power industry or Department of Energy/Department of Defense facilities.
  • Quality inspector experience.
  • Demonstrated skill and knowledge with applicable quality codes and standards and preferably Nuclear Regulatory Commission regulations.
  • Ability to read, analyze, and interpret general business documents, technical procedures, government regulations, codes, and standards.
  • Ability to write coherent reports, business correspondence, and procedures.
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
  • Ability to understand, customize, and modify spreadsheets.
  • Proficiency in Microsoft Word, Excel, and PowerPoint.
  • Proficiency in SharePoint, FileNet, and Bluebeam software.
Responsibilities
  • Assign staff according to quality assurance and quality control needs, including inspections and audits, and supervise Quality Control Level I, II, or III inspectors.
  • Oversee quality assurance documentation generated, assembled, and maintained for a specific project.
  • Ensure records are reviewed for legibility, completeness, traceability to the item, and conformance to specified acceptance standards.
  • Assist in defining inspection processes and certifying co-workers who perform inspections.
  • Assist in developing and implementing company and project quality assurance and quality control programs in accordance with owner and regulatory requirements, including preparing manuals, standards, procedures, and training programs.
  • Direct qualified inspection and test personnel in applicable quality-related activities.
  • Review and approve test controls and test results, and perform vendor inspections and witness tests as required.
  • Conduct inspections and audits to ensure company-wide compliance with quality and safety programs, identify violations, and institute corrective measures.
  • Conduct internal and supplier or subcontractor audits and surveillances, and verify that received items conform to contract acceptance criteria.
  • Ensure compliance with inspection hold and witness points.
  • Document and facilitate corrections of nonconformances.
  • Supervise, train, evaluate, and develop direct reports and ensure that support managers perform the same duties for their teams.
  • Address complaints appropriately.
  • Provide guidance, direction, coaching, and support to direct reports to maximize individual and department performance.
  • Hold timely performance appraisals and progress reviews.
  • Assist direct reports and staff in developing short- and long-term goals aligned with department and company strategy.
  • Ensure direct reports and staff receive training aligned with career development plans.
  • Develop direct reports through career development plans, promotions, demotions, lateral moves, corrective action, and progressive discipline.
  • Conduct department staff meetings and participate in developing initiatives, goals, objectives, systems, policies, and procedures.
  • Ensure staff receive timely and appropriate compensation.
  • Collaborate with Human Resources to ensure compliance with employment and labor laws and company policies, including conducting training or coordinating compliance workshops.
