Requirements
  • At least 10 years of experience performing Federal Government management in fields related to oil, gas, and extractives, with specialization in management and operations, law, geology, policy, valuations, corporate finance, mergers and acquisitions, energy investments, energy development, energy infrastructure, commodities management, or natural resource markets.
  • Fluency in English; other native languages are an acceptable complement.
  • An advanced degree or higher.
  • At least 15 years of progressively responsible experience managing and administering programs similar to the described energy, extractives, and renewable energy consulting services, including three years working on related issues in developing countries.
  • Substantial managerial and technical experience in energy and extractives issues in developing countries.
  • Practical experience working with government agencies, regulatory bodies, national utilities, the private sector, nongovernmental organizations, civil society, consumers, and other program partners.
  • Experience working with bilateral and multilateral donors and on power-sector infrastructure programs.
  • Demonstrated experience in the energy and extractives sectors, particularly implementing programs in developing countries, including post-conflict environments.
  • Ability to use a computer to communicate by email.
  • Proficiency with Microsoft Office products and related tools and technology.
  • Ability to fulfill the requirements of the employed role and establish, manage, pursue, and fulfill annual goals and objectives.
  • Ability to support business development and other efforts on behalf of ProSidian Consulting.
Responsibilities
  • Manage and participate on teams deploying expertise to provide bilateral assistance for government-to-government engagements tailored to individual countries.
  • Serve as the primary technical and managerial interface between ProSidian, United States government stakeholders, and in-country program beneficiaries.
  • Ensure access to and recruit appropriate personnel to administer and respond to technical staffing needs specified in awarded orders.
  • Provide overall supervision of the contractor's administrative and support personnel used on the contract.
  • Supervise and coordinate technical backstopping services to resolve administrative, technical, and personnel issues during awarded orders.
  • Monitor contract-order work plans to ensure quality control, sound financial management, and timely completion of deliverables.
  • Prepare, review, and deliver financial, logistical, and other required documents.
  • Initiate and prepare contract-order documentation, including personnel recommendations.
  • Serve as the primary point of contact and liaison between the ProSidian team and client representatives.
  • Directly supervise professional and support staff and assemble energy and extractives teams for complex assignments.
  • Evaluate staff performance and program deliverables.
  • Manage contracts, including budgeting and financial management.
  • Provide advisory assistance and support on national oil, gas, and mining policy, laws, contracting, and regulation.
  • Increase institutional and technical capacity in the oil, gas, and mining sectors, including government tools and capabilities.
  • Improve strategic planning and operational oversight in the oil, gas, and mining sectors.
  • Strengthen economic management, transparency, and fiscal policy in the oil, gas, and mining sectors.
  • Strengthen environmental management in the oil, gas, and mining sectors.
