About the job

Requirements
  • A bachelor's degree (BS) in Electrical Engineering or Industrial Engineering is required; a master's (MS) or doctorate (PhD) degree is preferred.
  • Seven to ten years of experience in an electric transmission, generation, utility, ISO, or RTO environment, or as an engineering consultant providing system planning services for such organizations, with mastery of topics relating to intermittent and/or inverter-based resources.
  • Proficiency with EMTP software such as PSCAD and ETran.
  • Familiarity with power system planning and operations, including voltage analysis, transient studies, and thermal analysis.
  • Extensive experience with power system simulation programs, from steady-state analysis to complex dynamic and transient modeling and simulation.
  • Familiarity with regional reliability organizations such as NPCC or the NYSRC, and experience with ISO/RTO market rules.
  • Understanding of market fundamentals, or an equivalent combination of education, training, and experience.
  • Ability to read, analyze, and interpret complex documents; respond effectively to sensitive inquiries or complaints; write presentations and articles using prescribed techniques or style; and make effective and persuasive speeches and presentations on complex topics to management, public groups, and boards of directors.
  • Ability to comprehend and apply advanced calculus, modern algebra, and advanced statistical theory, including limits, quadratic and differential equations, and proofs of theorems.
  • Intermediate competency in Windows and Microsoft Office applications, email, and the internet.
  • Ability to apply logical or scientific thinking to a wide range of intellectual and practical problems and deal with abstract and concrete variables.
Responsibilities
  • Serve as a subject matter expert for inverter-based technologies and intermittent resources and their application in transmission planning, operations, system analysis, and modeling.
  • Execute and support weak-grid stability assessments, reduced short-circuit strength evaluations, sub-synchronous and super-synchronous interaction studies, resonance identification using impedance and frequency scans, and fault ride-through and recovery evaluations.
  • Lead dynamic simulations using PSSE and transient simulations using EMTP and PSCAD, including complex control-system modeling, discrete representation of the electric power system network, transient-response evaluation, oscillatory-issue resolution, and analysis of fault recovery and transient recovery voltage affecting reliability.
  • Develop techniques to assess the impact of distributed energy resources and large loads on grid dynamics and develop mitigation strategies.
  • Apply knowledge of NYISO tariffs, system modeling and analysis, markets, and operations to execute and improve system-planning processes and studies.
  • Develop detailed engineering study reports, NYISO manuals, and other procedures.
  • Stay current with power-system planning industry activities and potential changes and drivers, adapting NYISO planning processes, models, and analysis techniques accordingly.
  • Develop and improve complex system models used in transmission security and operations engineering to plan and simulate the future electric grid, adapting models and methods to rapid power-system changes.
  • Oversee evaluations of future bulk power-system reliability by leading, reviewing, or performing long- and short-term transmission reliability and resource-adequacy assessments using applicable software and reliability criteria, procedures, and guidelines; analyze and interpret results and develop communication materials.
  • Coach team members in developing expertise in EMTP special studies supporting renewable-resource planning and operations.
  • Lead NYISO input in the development of standards proposed by NYSRC, NPCC, and NERC; develop reports, presentations, summaries, and interpretations, and present or support them as needed.
  • Lead and participate in working groups and task forces related to reliability councils, including NERC, NPCC, and NYSRC.
  • Participate in and support industry working groups and task forces, including FERC, EPRI, ESIG, and IEEE.
  • Coordinate with NYISO departments, market participants, neighboring ISOs, and regional and interregional reliability groups.
  • Prepare reports and presentations using Microsoft Office and other software to support Reliability Planning Department activities.
  • Identify reliability and technical attributes needed for a transitioning grid and work across planning and operations to implement capabilities and tools to address gaps.
  • Represent NYISO on industry committees, task forces, and stakeholder groups involving planning and operations issues.
  • Lead, review, and support products developed by other team members, including models, simulation outputs, system analyses, conclusions, and communications.
  • Train and guide team members.
  • Improve modeling and simulation methods and reporting tools.
  • Improve study processes, methods, and record-keeping methods.
  • Use EMT tools such as PSCAD and ETran; power-flow tools such as Siemens PTI PSS/E and PowerGem TARA; and process-enhancement tools such as MATLAB and Python.
  • Travel as required to attend or conduct meetings, conferences, and training; work nights, weekends, or holidays when required.
Desired Qualifications
  • Coursework in power-system operation and planning, inverter-based resources, statistical analysis, and optimization techniques, particularly using linear-programming-based computer models.
  • Proficiency in power-system equipment and controls, particularly inverter-based resource controls, including converter controls used in wind, solar photovoltaic, battery energy storage systems, or voltage-source converter high-voltage direct-current equipment; plant-level controllers; inertial and fast-frequency controls; and grid-forming controls.
  • Experience using application programming interfaces for studies and simulation automation.
