Requirements
  • City Planner I requires either a bachelor's degree in Urban Planning, Architecture, Public Administration, or a closely related field, or two years of planning-related experience within a municipal, county, state, or other governmental organization.
  • City Planner II requires a bachelor's degree in Urban Planning, Architecture, Public Administration, or a closely related field.
  • City Planner II requires four years of experience in planning, public administration, or closely related experience.
  • A valid Colorado driver's license is required.
  • Ability to obtain ICS certifications IS100 and 700 within 12 months of hire is required for City Planner I.
  • Ability to obtain ICS certifications IS100, 200, and 700 within 12 months of hire is required for City Planner II.
  • Ability to carry out written, oral, or diagrammatic instructions and solve problems involving several concrete variables in standardized situations.
  • Ability to regulate attention, plan, understand, remember, and apply information; interact effectively; maintain concentration and pace; and adapt or regulate behavior.
  • Ability to proficiently read, speak, and understand English.
  • Ability to perform arithmetic with whole numbers, common fractions, and decimals, compute rates, ratios, and percentages, and draw and interpret bar graphs.
  • Strong verbal and written communication, analytical, statistical, mathematical, and interpersonal skills; ability to interpret documents and write complex reports for multiple audiences.
  • Close, distance, and peripheral vision, and ability to hear conversational speech and work and safety signals are required.
  • Ability to stand, walk, and sit for periods of time; operate a computer keyboard and office equipment; reach, stoop, kneel, or crouch as needed; lift up to 25 pounds and frequently lift up to 10 pounds.

Responsibilities
  • Comply with City policies and procedures and applicable local, state, and federal laws, regulations, and requirements.
  • Process, manage, and review planning applications and permits, including signs, encroachments, adult uses, plot plans, parking analyses and plans, lot line adjustments and vacations, telecommunications, variances, landscape plans, right-of-way and easement vacations, minor annexations, rezonings, site development plans, subdivisions, and similar applications.
  • Meet with applicants, consultants, and developers to identify and resolve project issues and discuss proposed and current development applications.
  • Provide staff assistance to advisory boards by preparing agendas, coordinating presenters and monthly meetings, securing meeting materials and equipment, and conducting follow-up activities.
  • Provide information to citizens, City staff, and government officials at the front counter, by telephone, email, or other communication formats.
  • Provide forms and information to the public; apply departmental policies and procedures to determine application, record, and report completeness; and answer questions about approvals, permits, inspections, and general code compliance.
  • Prepare and present detailed reports on development proposals to advisory boards and commissions.
  • Conduct field surveys and compile property research, including zoning history, size, dimensions, development patterns, land use, and property ownership.
  • Collect statistical data and maps on census information, land use, and occupancy rates; prepare reports on land-use trends, population estimates, building permits, assessor's map amendments, and development application activity.
  • Participate in updates and revisions to the Comprehensive Development Plan and related plans, planning policies, codes, ordinances, and regulations.
  • Perform other duties and responsibilities as assigned.
Desired Qualifications
  • Knowledge of planning principles and practices and zoning and subdivision concepts.
  • Knowledge of public administration principles, recordkeeping and filing practices, and government practices and requirements.
  • Knowledge of statistical, algebraic, or geometric systems and ability to apply that knowledge in practical situations.
  • Knowledge of computer hardware and software, including potentially Microsoft Office, internet applications, database management, or geographic information systems.
  • Knowledge of effective writing techniques and ability to communicate clearly and promptly with varied stakeholders.
