Requirements
  • At least ten years of experience managing logistics and professional support activities and supervising a technical staff, including logisticians, management and program analysts, professional drafters, technical librarians, Lean Six Sigma professionals, Environmental Safety and Occupational Health professionals, and project specialists.
  • At least five years of personal experience providing direct logistics support or business analysis support for equipment and systems.
  • A Bachelor of Arts degree in Business Administration or Supply Chain Logistics Management.
  • At least ten consecutive years of employment in a position with comparable quality control management responsibilities within the past five years.
  • Proficiency in oral and written English communication.
  • Ability to use a computer to communicate via email.
  • Proficiency in Microsoft Word and Microsoft Excel.
  • Demonstrated knowledge of commercial quality control plans.
  • Knowledge of or experience with drafting services and Computer Aided Engineering Graphics support, engineering drawing preparation, maintenance, filing and reproduction, and maintaining an online engineering library.
  • Ability to complete required training and become proficient in FAA National Airspace System systems and equipment, support documentation, and work processes.
  • Ability to pass a background check and maintain security clearances required to preserve confidentiality.
Responsibilities
  • Manage and coordinate contract performance for the Federal Aviation Administration Logistics Center engagement.
  • Provide technical guidance and supervision for all assigned full-time and contract employees.
  • Serve as the central point of contact with the FAA Contracting Officer's Representative on matters related to contract performance.
  • Develop and maintain program management plans, including the Staffing Plan, Quality Control Plan, Transition-In Plan, and Transition-Out Plan.
  • Manage the program for the ProSidian Engagement Team.
  • Maintain the staffing level required by the Government.
  • Provide day-to-day supervision for contractor employees.
  • Notify the Government point of contact within 30 minutes after the shift begins when contractor employees will not report to work.
  • Coordinate compensation or overtime requirements with the Contracting Officer's Representative.
  • Resolve discipline problems involving contractor employees.
  • Provide drafting services, including operation and maintenance of the drafting file system, reproduction of drawings, and preparation of engineering drawings, electronic artwork, and electronic media.
  • Maintain the FAALC technical library.
  • Provide Environmental, Safety and Occupational Health specialist services, including training, monitoring, and technical guidance for project planning, initiation, execution, monitoring and control, and closeout.
  • Provide quality improvement services using Lean Six Sigma methodology and techniques, including facilitating, planning, coordinating, reviewing, evaluating, and reporting continual improvement activities.
  • Provide logistics expertise for planning, scheduling, monitoring, estimating, and coordinating supply support, support equipment, maintenance support facilities, and Packaging, Handling, Storage and Transportation tasks.
  • Provide management and program analysis services by planning, scheduling, conducting, and reporting analyses of management, administrative, and logistics programs and procedures.
  • Provide project management services covering project planning, initiation, execution, monitoring and control, and closeout.
  • Maintain individual project files containing background information, design notes, and other materials for assigned projects.
  • Maintain engineering drawing copies, computer databases, FAA specifications, electronic equipment modifications, National Stock Number files, and FAA equipment modification publications.
  • Provide engineering library research assistance, including Environmental Safety and Occupational Health, Lean Six Sigma quality improvement, logistics specialist, management and program analyst, and project management support.
  • Provide data security in accordance with standard operating procedures.
Desired Qualifications
  • At least two years of personal experience providing logistics or business support for National Airspace System systems.
  • Specialized knowledge of FAA systems, equipment, procedures, and operations.
  • Advanced proficiency with Excel, Access, Outlook, PowerPoint, and Word.
  • Proficiency with Adobe Acrobat, data analytics tools, and Visio.
