Requirements
  • A college diploma (DEC) in civil engineering, building technology, architecture, or electrical technology is required.
  • Five to ten years of experience in contract administration, site coordination, or document management in construction is required.
  • Experience tracking construction contracts and managing technical deliverables is required.
  • Knowledge of contractual and extra-contractual change-management processes is required.
  • Experience tracking progress payments, invoicing, and document control is required.
  • Experience coordinating with contractors, engineers, consultants, and delivery teams is required.
  • Proficiency with office productivity tools and contract-management software is required.
  • Strong written communication, technical writing, and administrative follow-up skills are required.
Responsibilities
  • Draft construction meeting minutes and track project actions and decisions.
  • Validate the conformity of technical documents submitted by the contractor through documentary review of contract appendices.
  • Process notices and maintain the contract-tracking register.
  • Process releases and update administrative-tracking tables.
  • Prepare non-conformance notices and participate in construction quality control.
  • Track progress payments and the contractual payment process.
  • Manage the contract-deliverables register, including technical data sheets, shop drawings, work methods, samples, and technical questions.
  • Track extra-contractual changes, change requests, change directives, and contractual changes.
  • Coordinate the processing and follow-up of extra-contractual requests submitted by the contractor.
  • Coordinate with engineers and professionals to obtain required approvals and technical documents.
  • Verify receipt, documentary conformity, and final versions of documents before transmitting them to the contractor.
  • Produce progress payment statements in Contract Management or other contract-management software used on the project.
  • Assist the construction superintendent and site supervisor with construction-site management and administration activities.
  • Participate in preparing internal assignments, tracking physical work progress, and coordination meetings.
  • Validate invoicing for internal assignments and complete their administrative closeout.
  • Track documentation required for the final handover of works.
  • Maintain the contractual-penalty register and perform the associated administrative follow-up.
  • Track claims and their contractual documentation.
  • Transmit bonds and insurance certificates to procurement teams in accordance with contract requirements.
Desired Qualifications
  • Experience on public-infrastructure or public-transit projects.
  • Knowledge of construction quality-control practices.
  • Experience with works handover and administrative project closeout.
  • Knowledge of procurement processes and bond management.
  • Experience in a multidisciplinary environment involving multiple contractual stakeholders.

Wiemelt brings over 35 years of leadership experience in the nuclear and energy sectors, with expertise in programme management, environmental remediation and strategic planning. Wiemelt previously served as Senior Vice President and General Manager at Jacobs, where she led the company's global Energy, Security and Technology business unit. In that role, she managed a portfolio exceeding $1.5 billion in annual revenue and over 8,000 employees worldwide. She has also served on numerous industry and corporate boards.
