Requirements
  • U.S. Citizenship is required.
  • A Bachelor's degree in Instrumentation and Control (I&C) Engineering from an accredited four-year university with course work in Control Systems and current registration as a Professional Engineer in Instrumentation and Control (I&C) Engineering.
  • A Master's Degree or Professional Instrumentation and Control (I&C) Engineer licensure is preferred.
  • Hold a Professional Engineering (PE) - Instrumentation and Control (I&C) Engineering license.
  • Minimum of 10 years of Instrumentation and Control designing experience on relevant projects.
  • Smart Plant Instrumentation (SPI) 3D experience is required.
  • Experience preparing specifications for Distributed Control Systems (DCS) or Programmable Logic Controllers (PLCs), and reviewing associated logic diagrams and system functional descriptions.
  • Experience with designing and specifying instrumentation and controls for monitoring and controlling systems, including generation of design output documents such as P&IDs; Control Logics; Loop Diagrams; Instrument Indices; Setpoint Lists; Instrument and Control Valve Specifications; DCS and PLC Design; Instrument Location and Installation Design; Panel Layouts; and Vendor Document Review.
  • Ability to obtain and maintain varying levels of background investigations up to a Top Secret or Department of Energy clearance (DOE Q clearance).
  • Experience with Design Change Control and Lock Out/Tag Out programs.
  • Experience working in a highly regulated field such as the Department of Energy or Aeronautics.
Responsibilities
  • Designing and specifying all instrumentation and controls needed for monitoring and controlling the various systems and facilities.
  • Managing Distributive Control Systems (DCS) and Programmable Logic Controllers (PLC) responsibilities.
  • Developing designs and diagrams including single line diagrams, wiring diagrams and schematics, panel layout drawings, cable/conduit sizing, etc.
  • Coordinating with stakeholders to complete design deliverables on schedule.
  • Attending progress meetings.
  • Determining scope, specifying equipment, selecting instruments, PLC and HMI programming and checkout and configuration controls for a project.
  • Identifying and resolving discrepancies between scope of work and customer needs.
  • Coordinating project activities between site and office.
  • Providing phone support and field customer service as needed.
  • Determining scope of work based on customer requests, site equipment, and problems.
  • Designing, specifying, and pricing controls based on project requirements.
  • Performing design and coordinating installations of control panels.
  • Researching new products required for a particular project.
  • Performing start-up and troubleshooting services.
  • Coordinating with startup personnel.
  • Investigating and troubleshooting electrical issues with start-up and plant personnel.
  • Participating in meetings to negotiate scope of work.
  • Selecting instruments based on scope of work.
  • Designing or modifying PLC/HMI applications to meet project scope.
  • Coordinating system configuration with other system providers.
  • Completing Input/Output (I/O) Architecture checkout, instrument configuration, and required documentation for a project.
  • Investigating and troubleshooting electrical/programming issues of existing systems.
  • Implementing PLC/OIT controls based on project scope.
  • Coordinating site activities between PLC implementation and SCADA.
  • Performing commissioning testing of process control system per project scope.
  • Coordinating concerns with Customer Service, Process, and Instrumentation and Controls.
  • Providing technical support to plant personnel.
  • Providing field reports detailing project status.
  • Key qualifications include development of control system architecture; modifications to operating Nuclear plants; preparation of specifications for control systems; preparation and review of logic diagrams and system functional descriptions; evaluating instrumentation; calculating instrument set-points; familiarity with IEEE, EPRI, ISA, IAEA Codes and NRC Reg Guides; supervisory experience including budgets and schedules for I&C engineering/design; manage budgets and schedules.
Desired Qualifications
  • A Degree in Instrumentation and Control (I&C) Engineering or similar field; a Master’s or Ph.D. is a plus.
  • A variety of technical skills, industry knowledge, and soft skills to work with team members in creating effective products and devices.
  • Ability to work under pressure with advanced problem-solving and critical thinking skills.
  • An electrical engineering license is required.
  • DOE/NCS experience and the candidate must be able to obtain a DOE Security Clearance.
  • Experience with DOE and NCS experience and ability to obtain a DOE clearance.
  • Knowledge of fluid mechanics, thermodynamics, and other I&C concepts.
  • Experience with DOE security clearances and project experience at DOE sites.
  • Excellent communication, interpersonal, organizational, analytical, and teamwork skills.
