From failed Jaguar deal to tron-inspired evs: how Saudi's Ceer plans to build an auto powerhouse by 2030. Ceer, backed by Saudi Arabia's PIF and Foxconn, unveiled its first sedan and SUV, with sales planned for 2027 and five more models due by 2030. Read Time: 3 mins Saudi EV maker Ceer unveils first models as it targets an auto powerhouse by 2030. Saudi Arabia's earlier attempts to build a domestic auto industry have struggled. A proposed Jaguar Land Rover plant collapsed more than a decade ago, while Toyota walked away from a similar proposal in 2019, citing high labour costs and a limited supplier base. This time, the kingdom is betting on Ceer, a joint venture between its Public Investment Fund and Taiwan's Foxconn. The company unveiled its first two production models on Monday, a sedan and an SUV, as part of its Exobot range. The vehicles feature a futuristic, Tron-inspired design, gullwing doors and no centre pillar between the front and rear seats. The design uses a structural approach made possible by high-strength materials rather than a traditional frame. Sales are set to begin in Saudi Arabia in early 2027. "We wanted to make sure the world could see what Saudi Arabia is capable of," CEO Jim DeLuca said, reported Reuters. A wider network of partners. What's different from Saudi Arabia's earlier attempts is the breadth of Ceer's network of partners and suppliers. Foxconn developed the Exobot's electrical architecture, while BMW handled engineering. A group of global suppliers, including America's Lear, South Korea's Shin Young, Germany's Benteler and China's Fangxin, have also opened factories in Saudi Arabia. The companies have been drawn by government incentives aimed at establishing a local automotive supply chain and reducing reliance on imports. Moving beyond evs. Ceer is not planning to remain an EV-only automaker. DeLuca said the lineup will expand into plug-in hybrids and combustion-engine models as the company responds to changing demand. Five more mainstream vehicles are planned between 2028 and 2030. They are being engineered to meet global regulatory standards, allowing the company to target export markets. Ceer plans to expand into neighbouring markets by 2028 before targeting the wider Middle East and North Africa region by 2034. "We want to make sure we move very methodically," DeLuca said. DeLuca, who previously led VinFast, said he has seen firsthand how quickly expansion can put pressure on an automotive startup. The wider EV industry has also seen several startups, including Fisker, Arrival and Lordstown, struggle or cease operations as companies have faced challenges related to funding, production and demand. Launching into A challenging market. Ceer's launch comes as competition in the global auto industry intensifies, particularly in electric vehicles. Chinese automakers have expanded rapidly, competing on pricing, technology and product development. The company is also entering the market amid broader logistical and inflationary pressures linked to the ongoing US-Israel conflict with Iran, adding another layer of uncertainty to its expansion plans. Benteler, Shanghai Huizhong deepen strategic partnership amid industry transformation. Monika From Gasgoo | May 21, 2026 15:26 BJT Gasgoo Munich- On May 18, Benteler and Shanghai Huizhong signed a memorandum of understanding at Benteler's Asia-Pacific headquarters in Shanghai to further expand their long-standing strategic partnership. Image source: Benteler The agreement builds on more than two decades of cooperation between the two companies and comes as China's automotive industry undergoes rapid technological transformation, accelerated electrification, and increasing global expansion. Both parties said they aim to strengthen the competitiveness of their joint venture through deeper resource integration and closer technological collaboration. The origins of the partnership date back to the early 2000s, when China's automotive market was entering a period of rapid growth while Benteler was accelerating its global expansion strategy. Mr. Hubertus Benteler personally traveled to China to participate in the project planning, negotiations, and preparation work for the joint venture. The two sides formally signed their joint-venture agreement in 2001, followed by the establishment of Shanghai Benteler Huizhong Automotive Parts Co., Ltd. in January 2002. As Benteler's first manufacturing operation in the Asia-Pacific region, the joint venture played a central role in the company's regional expansion strategy. Benteler contributed advanced European engineering and manufacturing expertise, while Shanghai Huizhong leveraged its domestic supply-chain and market resources to support customers including and other automotive manufacturers. Over the past 25 years, the company has expanded its product portfolio from chassis components to hot-formed body structures and lightweight solutions for electric vehicles, while continuously upgrading its manufacturing capabilities. The venture not only laid the foundation for Benteler's long-term development in Asia-Pacific, but also became one of the company's earliest and most influential joint-venture models in China. Image source: Benteler In 2017, the companies established the Wuhan branch of Benteler Huizhong, further expanding operations into central China. The facility later produced Benteler Asia-Pacific's first aluminum subframe, marking another milestone in the partnership's technology development efforts. The companies said the decision to deepen cooperation reflects broader shifts reshaping China's automotive market, including the rising market share of domestic brands, rapid advances in electrification and intelligent vehicle technologies, and the growing international expansion of Chinese automakers and suppliers. Against this backdrop, Benteler and Shanghai Huizhong believe stronger collaboration and complementary resource sharing will help reinforce the joint venture's long-term competitiveness. Looking ahead, the two companies plan to further optimize manufacturing resource allocation, strengthen value-chain coordination, and improve operational efficiency while continuing to invest in product innovation and advanced automotive technologies. In addition to expanding their presence within China, Benteler and Shanghai Huizhong said they intend to accelerate overseas market development by leveraging Benteler's established global business network, supporting broader international growth ambitions for the joint venture.
