  • At least 5 years acquired within the last 10 years in a Product Owner or Product Manager role involving digital products or solutions.
  • At least 3 years of experience with Microsoft Dynamics 365 Project Operations.
  • Thorough knowledge of project, program, and portfolio management principles.
  • Demonstrated experience in digital product management within agile or hybrid contexts, including value prioritization and incremental delivery.
  • Experience collaborating with multidisciplinary information technology, business, data, security, operations, governance, and change-management teams.
  • Significant experience in complex environments involving multiple administrative units, stakeholders, or organizations.
  • Practical experience structuring, prioritizing, and managing a product backlog.
  • Experience writing user stories, acceptance criteria, functional requirements, and business rules.
  • Experience participating in the deployment, evolution, or optimization of enterprise digital solutions.
  • Strong analytical, communication, synthesis, and ability-to-explain skills.
  • Experience or strong ability in digital product management, backlog management, project/program/portfolio management, resource management, project budget management, request management, project governance, reporting, performance indicators, needs analysis, value prioritization, delivery-team coordination, functional validation, digital-solution adoption, and continuous process improvement.
  • Functional knowledge or relevant experience with Microsoft Dynamics 365, Microsoft Dynamics 365 Project Operations, Microsoft Power Platform, Microsoft Power BI, Microsoft Azure DevOps, Microsoft Teams, SharePoint, Microsoft 365, project and portfolio management tools, request/incident/evolution tracking tools, and integrated data-management environments.
Responsibilities
  • Define and maintain the SIGPP product vision and evolving roadmap.
  • Establish and maintain the Microsoft Dynamics 365 Project Operations roadmap and align it with Santé Québec’s strategic orientations and digital-transformation objectives.
  • Identify improvement and innovation opportunities, prioritize capabilities, and support decisions regarding versions, functional releases, and delivery increments.
  • Establish and facilitate super-user and subject-matter expert committees.
  • Monitor new Microsoft versions and feature availability.
  • Collect, analyze, structure, validate, and prioritize stakeholder and business needs.
  • Maintain a structured, prioritized, and current product backlog, including epics, features, user stories, and acceptance criteria.
  • Manage priorities according to business value, risks, dependencies, urgency, team capacity, operational constraints, technology impacts, compliance requirements, data quality, and organizational maturity.
  • Maintain backlog items in organizational tools, including Azure DevOps when required, and ensure traceability from needs and requirements through features, tests, and deliverables.
  • Prioritize features, arbitrate competing requests, recommend trade-offs among scope, quality, cost, schedule, and value, and assess requested-change impacts.
  • Facilitate stakeholder decisions, prepare governance-committee materials, document decisions and rationale, and communicate decisions and product information.
  • Lead workshops with users and subject-matter experts; document project, program, and portfolio management needs; identify gaps between current and target processes; and contribute to business-rule definition.
  • Provide functional evolution oversight for project, program, portfolio, resource, budget and financial, request, and register management domains in Microsoft Dynamics 365 Project Operations.
  • Act as the primary contact among clients, users, delivery teams, and governance bodies.
  • Participate in workshops, demonstrations, product reviews, decision committees, agile ceremonies, sprint reviews, and validation sessions.
  • Collaborate with functional analysts, Dynamics configurators, architects, developers, Power Platform specialists, and business intelligence teams to clarify needs and validate proposed solutions.
  • Validate mockups, prototypes, configurations, and proposed solutions; answer functional questions; accept or reject deliverables against defined criteria; and contribute to increment planning.
  • Validate delivered functionality, confirm conformity with expressed needs, and maintain requirements traceability.
  • Define and monitor product performance indicators, evaluate delivered value, collect user feedback, prioritize improvements, and support continuous product and agile-practice improvement.
  • Contribute to organizational-impact analysis, functional communications, adoption journeys, super-user preparation, communities of practice, training, and change-management activities.
  • Qualify incidents, distinguish incidents from anomalies, service requests, and evolution requests, prioritize fixes by business impact, validate fixes before deployment, analyze recurring incidents, and recommend improvements.
  • Collaborate with system owners and support teams, follow operational evolution requests, reduce functional debt, and support consistent SIGPP adoption.
  • Produce the product vision and roadmap, prioritized backlog, user stories and acceptance criteria, evolution prioritization, improvement recommendations, functional decision documentation, committees, traceability matrices, role and permission matrices, functional delivery and version plans, product decision register, progress reports, knowledge-transfer documentation, and contributions to training, support, and change-management strategies.

  • Experience with SIGPP or a comparable integrated project and portfolio management solution.
  • Experience with Dynamics 365 Project Operations, Azure DevOps, and Power BI reporting needs.
  • Experience in change management, agile approaches such as Scrum, Kanban, or SAFe, partner-heavy environments, organizational process standardization, project-management data governance, and traceability practices linking needs, requirements, tests, and deliverables.
  • Certified Scrum Product Owner, Professional Scrum Product Owner, SAFe Product Owner/Product Manager, product management, Agile or Scrum, PMI-ACP, PMP, Microsoft Dynamics 365, Microsoft Power Platform, Microsoft Power BI, Azure DevOps or related Microsoft, or change-management certification such as Prosci.
