Requirements
  • The candidate must be located in or near the Austin, Texas area.
  • The candidate must have 5–7+ years of progressive experience in business development, sales, or capture management, with a strong focus on public sector contracts.
  • The candidate must have experience in the staffing and service delivery space, including familiarity with Managed Services Program delivery and similar service offerings.
  • The candidate must have working knowledge of Texas state and local government procurement, general state, local, and education procurement, cooperative contracting such as NASPO, Sourcewell, and DIR, and Requests for Proposals/Quotes cycles.
  • The candidate must have a proven track record of meeting or exceeding sales targets and winning new business.
  • The candidate must have strong communication and interpersonal skills, both verbal and written.
  • The candidate must have strong strategic, analytical, and problem-solving skills.
  • The candidate must be able to work independently and as part of a team.
  • The candidate must be proficient in Microsoft Office Suite and Salesforce or similar customer relationship management software.
  • The candidate must have experience with GovWin, GovSpend, or other government procurement intelligence tools.
  • The candidate must have a bachelor's degree in Business, Marketing, or a related field.
  • The candidate must not require employment sponsorship now or in the future.
  • The candidate must be able to safely and successfully perform the essential job functions, including sedentary computer-based work and occasional movement around the office.
Responsibilities
  • Monitor industry trends, market conditions, and public sector buying trends across Texas and priority national accounts.
  • Maintain current competitor profiles across core Public Sector practice areas.
  • Review potential clients and market segments, including select Commercial opportunities, to identify areas for CAI to acquire new business.
  • Coordinate Freedom of Information Act requests and analyze responses to sharpen pursuit planning as needed.
  • Identify, research, and qualify prospective clients within target markets to build a robust sales pipeline.
  • Develop and execute a strategic outbound business development plan, including account mapping and stakeholder engagement, across Texas and priority national accounts.
  • Track and manage all business development activity and pipeline progression within the customer relationship management platform.
  • Leverage existing contract vehicles and cooperative purchasing agreements, including NASPO, Sourcewell, and DIR, to expand into new agencies and accounts.
  • Collaborate with the Marketing team on integrated marketing plans, campaigns, and thought leadership content that support lead generation and brand awareness.
  • Attend conferences and industry events to build relationships with potential clients and partners and refine messaging for the vertical.
  • Contribute to capability materials, one-pagers, and success stories used in the market.
  • Build and maintain relationships with agency and commercial stakeholders, including procurement and information technology leadership.
  • Act as a liaison between public sector and commercial clients and CAI's technical delivery teams.
  • Support capture planning ahead of expected solicitations, including understanding client priorities and shaping CAI's positioning.
  • Partner with the Proposal Development team to develop solution strategy for Requests for Proposals/Quotes and Statements of Work responses.
  • Review competitor Requests for Proposals/Quotes responses and analyze their strengths and weaknesses relative to CAI's offerings.
  • Support pricing strategy development and provide ongoing support through negotiation and award.
  • Coordinate with Vertical Executives and Service Delivery leaders to develop Statements of Work.
Desired Qualifications
  • Experience supporting Commercial pursuits.
  • An existing network of relationships across Texas state and local agencies and/or commercial accounts.
  • Experience selling and/or delivering business and information technology consulting services, including application development, managed services, project management office, or modernization.
  • Experience developing strategic pricing models and delivering fixed-price solutions.
  • Exposure to both public sector and commercial sales cycles.
  • Experience using artificial-intelligence-powered productivity tools such as Microsoft Copilot, ChatGPT, Claude, or similar platforms to enhance efficiency, streamline workflows, and support data-driven decision-making.

CAI, a global services firm, has launched a shared AI evaluation platform in partnership with the New York State Association of Counties (NYSAC). The platform enables New York's 62 counties to collectively evaluate artificial intelligence tools, share risk data, and make informed procurement decisions. More than half of New York's counties are participating, with 85 users across 32 counties actively using the system. The platform currently features 20 AI solutions available for evaluation and has completed 20 county assessments.
