About the job

Requirements
  • A bachelor's degree in information technology, engineering, business, project management, or a related field; equivalent experience will be considered.
  • Seven or more years of demonstrated experience developing, baselining, and maintaining integrated master schedules on U.S. Government or Department of Defense programs, including at least three years supporting Navy C4I, network integration, or IT infrastructure programs.
  • Direct experience scheduling programs within the Navy's IT/network enterprise, such as NMCI, ONE-NET, CANES, ADNS, or comparable C4I systems, including familiarity with the processes, stakeholders, and constraints governing Navy network work.
  • Proven experience leading or playing a primary role in an Integrated Baseline Review, including DCMA 14-Point compliance preparation and direct government engagement.
  • Deep proficiency in Microsoft Project, Primavera P6, or equivalent, and ability to build complex, logic-driven, resource-loaded schedules from scratch.
  • Strong command of Earned Value Management principles, IPMR/CPR reporting requirements, and MIL-HDBK-881 Work Breakdown Structure methodology.
  • Demonstrated experience scheduling around cybersecurity accreditation milestones (IATT, ATO, eMASS) under the Risk Management Framework.
  • Experience managing multi-vendor, multi-site schedules with hardware procurement lead times, GFE/GFI dependencies, and installation sequencing constraints.
  • Ability to perform critical path analysis, schedule risk analysis, and probabilistic risk modeling independently.
  • Strong executive communication skills and demonstrated experience briefing schedule status, risks, and recovery paths to senior leadership and government customers.
  • U.S. citizenship is required.
  • A U.S. government security clearance at the Secret level with Top Secret/SCI eligibility is required.
Responsibilities
  • Build and maintain the Integrated Master Schedule across all phases of the program lifecycle, from hardware procurement and site preparation through integration, testing, fielding, and sustainment.
  • Apply understanding of IT infrastructure program scheduling challenges, including Naval Fleet Readiness Review Board (FRCB), Shore Installation Process Handbook (SIPH), long-lead hardware lead times, multi-vendor dependencies, site-readiness sequencing, configuration-management windows, and cutover planning.
Desired Qualifications
  • Understand IT infrastructure concepts well enough to build realistic, logic-driven schedules that reflect how the work actually flows.
  • Accurately capture hardware lead times, site-readiness dependencies, and integration sequencing, and catch conflicts before they drive delays.
  • Identify root causes behind schedule variances, including hardware, personnel, site access, or accreditation, and propose realistic recovery paths.
  • Translate complex multi-site, multi-vendor schedule data into clear, decision-ready information for diverse audiences.
  • Manage shifting delivery dates, vendor changes, and evolving government requirements without losing schedule integrity.
  • Work across functional disciplines, including engineering, logistics, IT operations, cybersecurity, contracts, and government stakeholders.

What believers are saying

  • NAVSEA Seaport Enhanced gives SRC access to a $3.5 billion, 15-year Navy pipeline.
  • The August 2026 Navy contract for C4I engineering broadens work across multiple ship fleets.
  • CBP kept SRC as incumbent for $21.39 million aircraft sensor support through September 2026.

What critics are saying

  • CBP’s Aircraft Sensors Technical Support Services ends September 22, 2026, forcing recompete risk.
  • SRC’s growth depends on defense contracting cycles and incumbent renewals, not product revenue.
  • Private ownership and federal concentration make a single protest or budget cut damaging.

What makes Scientific Research Corporation unique

  • SRC won NAVSEA Seaport Enhanced across seven zones in March 2026.
  • SRC holds deep C4I, cyber, and aircraft-sensor sustainment work across Navy and CBP.
  • SRC remains embedded in follow-on federal vehicles, including OASIS UNR and Seaport.
