Requirements
  • A bachelor's degree in Civil Engineering, Project Management, or a related field, or an equivalent combination of education and experience.
  • Eight years of budget, contract, and management experience.
  • Expertise and knowledge in public speaking, right-of-way acquisition, contract administration, and government relations.
  • A valid state driver's license.
  • Registration as a Professional Engineer in the State of South Carolina.
  • Possession of, or ability to pass, the Project Management Professional course and exam credential as directed by the department director.
  • Ability to plan or direct others in the sequence of major activities and report on broad-scope operations and activities.
  • Ability to negotiate, exchange ideas and information, and formulate policies and programs or reach joint decisions, conclusions, or solutions.
  • Advanced customer service skills to respond to citizen input during all stages of project development.
  • Ability to establish long-range plans and programs, identify funding resources, allocate funds, and implement long-range capital improvements and major construction projects.
  • Ability to apply broad principles of professional management and leadership to solve novel problems.
  • Ability to collect, analyze, and synthesize complex data.
  • Ability to read scientific and technical journals, abstracts, financial reports, and legal documents; speak before professional and civic groups; participate in panel discussions; speak extemporaneously; write complex articles and reports; and develop presentations for sophisticated audiences.
  • Ability to perform professional-level administrative, technical, and managerial work and coordinate executive-level managerial work.
  • Proficiency in Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint.
  • Ability to use project management, financial, document management, and transportation program management software to monitor project schedules, budgets, contracts, and program performance.
  • Ability to analyze data, prepare reports, and present information using computerized systems.
  • Ability to make decisions affecting the organization, related organizations, and major segments of the population.

Responsibilities
  • Direct the planning, development, and implementation of transportation projects and programs funded through the County Transportation Program while ensuring compliance with laws, regulations, County policies, budgets, schedules, and program requirements.
  • Provide leadership and supervision to Project Development Division staff, including Project Managers, Program Managers, Program Coordinators, the Transportation Superintendent, and other assigned personnel.
  • Assign and review work, establish priorities, maintain performance standards, coordinate activities, participate in recruitment and selection, coach and counsel employees, conduct performance evaluations, and recommend disciplinary actions.
  • Direct the administration of professional service and consultant contracts, including program management, engineering and design, data services, real estate services, and other contracted services.
  • Oversee the development of transportation projects, including traffic safety and congestion relief improvements, pedestrian and multimodal facilities, resurfacing and reconstruction projects, dirt road paving, roadway widening, and new roadway connections.
  • Direct right-of-way acquisition and condemnation activities, coordinate with legal counsel, oversee the right-of-way acquisition management system, and supervise property-acquisition staff.
  • Provide input to the Director of Transportation regarding program priorities, project development, annual budgets, revenues, expenditures, and cash-flow management.
  • Develop, negotiate, and administer agreements with governmental agencies, utility providers, railroads, and other organizations to facilitate project delivery.
  • Assist in administering the Transportation Penny Program and grant funding to advance transportation projects and use available funding effectively.
  • Represent the Transportation Department before County Council, committees, governmental agencies, community organizations, utilities, consultants, and the public.
  • Prepare and deliver presentations and respond to inquiries regarding transportation projects and programs.
  • Direct project development activities to establish priorities, monitor project progress, resolve schedule or budget issues, and ensure timely completion of assigned work.
  • Maintain current knowledge of applicable legislation, regulations, industry standards, and emerging technologies through professional meetings, conferences, workshops, and training.
  • Perform related professional, administrative, supervisory, and other assigned duties.
  • Occasionally exert up to 20 pounds of force and perform required balancing, handling, walking, visual, hearing, speaking, and other physical activities.
  • Make rational decisions using sound logic and deductive processes.
