Requirements
  • Bachelor’s and/or Master’s degree in Civil Engineering, Construction Management, or a related discipline (or equivalent experience)
  • 15+ years of construction management experience delivering municipal infrastructure projects, with a strong focus on water and wastewater facilities and pipelines
  • Professional Engineer (PE) license preferred; CCM certification a plus
  • Demonstrated success in business development, client service management, and revenue growth within the municipal sector
  • Proven ability to build, lead, and mentor multidisciplinary construction services teams
  • Strong understanding of public-sector procurement, contracting, permitting, and regulatory requirements
Responsibilities
  • Providing senior-level project and construction management for municipal water, wastewater, utility, transportation, and civil infrastructure projects, including pipelines, pump stations, reservoirs, treatment facilities, roadway and utility improvements
  • Overseeing construction services delivered under Design-Bid-Build, CMAR/CM@R, Design-Build, and JOC delivery methods
  • Serving as a trusted advisor to municipal clients throughout planning, design, procurement, construction, startup, and closeout phases
  • Reviewing design documents for constructability, phasing, risk, schedule, and cost impacts in coordination with design engineers
  • Managing contractor performance, change management, claims mitigation, and dispute resolution on behalf of the client
  • Acting as a Client Service Manager for key municipal agencies, maintaining long-term relationships with public works, water, wastewater, and utility departments
  • Identifying, shaping, and securing new construction management and program management opportunities with existing and new municipal clients
  • Leading or supporting proposal development, interviews, and procurement strategies, including delivery method selection and CM procurement support
  • Partnering with internal design teams to deliver integrated, full-lifecycle solutions to municipal clients
  • Building, mentoring, and leading construction management teams, including Construction Managers, Resident Engineers, and Inspectors
  • Developing staffing plans, succession strategies, and training programs to support sustained growth
  • Championing a culture of safety, quality, accountability, and collaboration across project teams
  • Supporting financial performance of the construction services practice, including revenue growth, utilization, and margin management
  • Managing the financial performance of consulting services contracts, including fee development, invoicing, forecasting, and change management
  • Establishing consistent construction management processes, tools, and best practices aligned with firm standards
  • Leveraging document control and construction management systems (e.g., Procore or equivalent)
